7.3.A. - Page 3 <br /> The proposed stop signs at Fernside Street and Goodwin Avenue will increase <br /> pedestrian safety and convenience at the intersection. Adelante School is located two <br /> blocks from the intersection. The current circulation for the school directs most of the <br /> school traffic through the intersection of Fernside Street and Goodwin Avenue. In the <br /> hour following dismissal, more than 40 pedestrian crossings occur and most of those <br /> pedestrians are school-age children. <br /> Due to the proximity to the intersection of Fernside Street and Goodwin Avenue, City <br /> staff also recommends that existing stop signs on Fernside Street at Carson Street be <br /> switched from Fernside Street (the major-volume street) to Carson Street (the minor- <br /> volume street) legs of the intersection. Stopping Fernside Street does not meet the stop <br /> sign threshold for installation of stop signs on the major volume street, while the <br /> intersection does meet the warrants for two-way stop control on the minor volume <br /> street. This will provide appropriate traffic control at the intersection while reducing <br /> unneeded delay on Fernside Street. <br /> Prior to removing the stop signs on Fernside at Carson, staff will implement the <br /> following measures to ensure that the community is properly notified of this change to <br /> traffic regulations: <br /> • Letter notification within the vicinity (approximately 2 blocks in each direction of <br /> the intersection) <br /> • Changeable message signs at least 7 days in advance <br /> The intersection of Fernside Street and Sterling Way is currently all-way uncontrolled, <br /> but is heavily used by people and drivers going to Adelante School. To clearly establish <br /> proper right of way, the installation of a stop sign on Sterling way is recommended to <br /> increase both pedestrian and vehicle safety. <br /> Charter Stop Sign <br /> In developing the design for safety improvements at Hoover Community School, the <br /> community requested that staff consider the installation of a stop sign on Charter Street <br /> at Stambaugh Street. This was requested to increase safety for the children who cross <br /> there to go to school, the Boys and Girls Club, and the playing fields. <br /> A traffic engineering study was completed and made the following findings: <br /> • Charter Street carries an average of 4991 vehicles per day, and meets the <br /> criteria that the hourly approach volumes exceed 300 "units" per hour for at least <br /> 8 hours <br /> • 85th percentile speed on Charter Street is 28 miles per hour for westbound traffic <br /> and 27 miles per hour for eastbound traffic <br />
