7.3.A. - Page 4 <br /> • Stambaugh Street traffic (vehicle, bicycle, and pedestrian) exceeds the "100" <br /> units per hour criterion <br /> • 6 collisions occurred at the intersection during the period between 2008-2012. <br /> This is based on the State database which has been updated through 2012. <br /> • The presence of the school, park/playing fields, and Boys and Girls Club are <br /> major generators of people walking through the intersection, creating potential <br /> conflicts with cars going through the intersection. <br /> Based on this analysis, staff recommends that a stop sign be installed at this location. <br /> Potential Negative Impacts to Stop Sign Installation <br /> There are some negative aspects associated with installing stop signs. These include <br /> increased braking and accelerating by vehicles and increased travel times. However, on <br /> Fernside travel time impacts are mitigated by the fact that stop signs are being removed <br /> from one intersection — so that there is no net change in the total number of stop signs <br /> on the street. <br /> ALTERNATIVES <br /> Council may choose to not approve the stop sign installations and removal, and direct <br /> staff to investigate other options to address community concerns. <br /> FISCAL IMPACT <br /> The cost of stop-sign installations along Fernside Street and on Charter Street is <br /> approximately $4,500.00. Funds are available for this purpose from the Gas Tax <br /> Construction Fund— Traffic Calming which has sufficient available balance. The cost of <br /> the Charter Street stop sign will be funded by the Safe Routes to School grant. Minor <br /> maintenance costs will be incurred in future years. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the installation of stop <br /> signs on Fernside Street at Goodwin Avenue, Carson Street at Fernside Street, Sterling <br /> Way at Fernside Street, and Charter Street at Stambaugh Street meets the California <br /> Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301, <br /> ("Existing Facilities").
