9.A. - Page 7 <br /> • Increases safety for drivers by reducing the number of conflict points and <br /> improving sightlines, <br /> • Improves traffic operations by putting left-turning vehicles in a dedicated lane, <br /> • Reduces speeding by allowing the safe driver to set the prevailing speed, <br /> • Simplifies crossings by people driving and walking by reducing the number of <br /> lanes that have to be crossed, <br /> • Shortens the amount of time people walking are exposed to traffic and eliminates <br /> multiple-threat collisions, <br /> • Provides dedicated space for people riding bicycles, and <br /> • Increases safety for residents to get into and out of their driveways by providing a <br /> dedicated turn lane, by reducing the number of lanes needed to cross, and by <br /> providing more space between driveways and the travel lane which increases <br /> visibility and maneuvering room. <br /> Evaluation: <br /> If recommended, the effectiveness of the redesigned roadway will be evaluated and <br /> presented to Council to inform whether the pilot should be made permanent. There are <br /> a variety of technical factors and data that can be collected in the evaluation, but the <br /> success of the pilot will also depend on less quantifiable factors centered around the <br /> livability of the street— Does it feel safer? Is it more comfortable crossing the street? Is it <br /> easier or harder to exit a driveway? Is driving more relaxing? <br /> Through the community process, livability and safety were identified as top priorities and <br /> concerns and as such, the evaluation should reflect the project's ability to achieve these <br /> priorities. The following outlines various factors that support these priorities and <br /> potential data sources by which they could be evaluated. <br /> Livability <br /> • Ease of entering/exiting driveways <br /> o Survey residents about how easy/difficult it is to exit driveway <br /> o Survey residents about how long it takes to exit during rush hour <br /> o Complete a gap study (how long does it take to get a big enough gap in <br /> traffic to leave select driveways) <br /> • Accommodation for all roadway users <br /> o Document what facilities are provided for people driving, walking, riding <br /> bikes, riding transit <br /> o Count roadway users at various locations/times of day <br /> o Count number of cars parked on sidewalk <br /> o Count number of cyclists riding on sidewalk <br /> o Evaluate the percent of people driving who yield to people crossing the <br /> street at unsignalized locations — Eden Bower and/or Dover <br /> o Survey residents about comfort using the street as a driver, pedestrian, <br /> and/or bicyclists <br /> • Ease of turning onto Farm Hill/Jefferson from side streets <br /> Page 7 of 10 <br />
