9.A. - Page 9 <br /> ALTERNATIVES <br /> Complete Streets Advisory Committee <br /> Council could elect to: <br /> 1. Approve, with minor modifications, the mission, duties, structure, and <br /> membership as outlined in Attachment 1, and direct staff to begin the member <br /> recruitment process. <br /> 2. Direct staff to return to Council with an updated proposal. <br /> 3. Not approve formation of a pilot Complete Streets Advisory Committee. <br /> Farm Hill Boulevard Street Improvement Pilot Project <br /> Council could direct staff to: <br /> 1. Not advertise the pilot project for construction. <br /> 2. Advertise a shorter segment of the roadway (e.g. Emerald Hill Road to Alameda <br /> de las Pulgas) for construction. <br /> 3. Return to the community to develop a new plan for the street. <br /> FISCAL IMPACT <br /> Complete Streets Advisory Committee <br /> Additional staff time will be required to support the formal Advisory Committee meetings <br /> (10 staff hours per meeting). It is anticipated that this will be a reallocation of current <br /> staff activities. This is considered the minimum level of staff time required, and will only <br /> cover preparing for and attending Advisory Committee meetings. Any project-specific <br /> time and expense will be in addition to this. <br /> Farm Hill Boulevard Street Improvement Pilot Project <br /> No fiscal impact at this time, but if the project proceeds, the estimated cost to award a <br /> construction contract to install the pilot, evaluate it, and to potentially remove it if <br /> unsuccessful is roughly $200,000. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency under the California Environmental Quality Act (CEQA), the City of <br /> Redwood City has determined that the actions to direct staff to create a Complete <br /> Streets Advisory Committee and to advertise a project for construction are not Projects <br /> under the CEQA, and therefore do not require environmental review. As to the Farm Hill <br /> Boulevard Street Improvement Pilot Project, the City of Redwood City has determined <br /> that this project is categorically exempt from CEQA under Class 6 (Section 15306) <br /> because the purpose of the project is to collect data to evaluate the project's impact on <br /> traffic operations, safety, and livability. <br /> Page 9 of 10 <br />
