(OPC) is pleased to submit this proposal to provide <br />acquisition and relocation assistance services for the Harbor Village Pump Station, <br />located in the City of Redwood City. Pursuant to our meeting on February 12, 2004, <br />the project is not only necessary, but the need is immediate, A site visit by our project <br />management staff has given us further insights into possible acquisition and relocation <br />strategies and solutions. <br />Due to ongoing drainage problems, the City intends to upgrade the existing Fifth <br />Avenue Pump Station located at Bayshore Road and Fifth Avenue. In order to proceed <br />with the project, it will be necessary for the City to acquire a public service easement <br />through a portion of the Harbor Village Mobile Home Park, which will temporarily <br />displace the occupants of two mobile homes, It will also be necessary to determine the <br />fair market value of the property rights to be acquired. <br />OPC has an understanding of the scope of work involved and the qualified personnel to <br />meet the immediate requirements of the Project. Our background with acquisition and <br />relocation gives OPC the ability to meet construction schedules while maintaining the <br />necessary sensitivity of resident's and property owner's needs. Acquisition and <br />relocation assistance services will be in accordance with both State and Federal laws; <br />specifically California Relocation Assistance Law, California Government Code, Section <br />7260 etsea: the California Code of Regulations, Title 25, Chapter 6; and, the Federal <br />Uniform Relocation Assistance and Real property Acquisition Policies Act of 1970, as <br />well as applicable HUD Guidelines. <br /> Page 1 of7 <br />
