<br />Our firm's scope of services and cost proposal for completing this project for you is <br />detailed below. <br />A. SCOPE OF SERVICES - WORK PLAN <br />Throughout the acquisition and relocation process, the majority of direct inter-face <br />between Overland, Pacific & Cutler, Inc. and the City of Redwood City will be as follows: <br /> For acquisition services - Courtney Decius, Senior Project Manager <br /> For relocation assistance services - David Richman, Senior Project Manager <br />The assignment of a particular Relocation Specialist will be based upon the needs of <br />the occupants of the mobile homes (e.g., for occupants whose primary language is <br />Spanish, a bi-lingual staff member will be assigned to the Project). <br />Experience has proven that a very "hands-on" acquisition and relocation process, <br />involving extensive communication with each occupant and property owner is necessary <br />for a successful and timely completion of a project. <br />Appraisal Scope of Services <br />In order to determine the fair market value of the public service easement area to be <br />acquired, OPC will contract with an independent appraiser, whose assignment will be as <br />follows: <br />1. Review legal plat maps with pertinent encumbrances. <br />2. Review title information pertaining to respective ownerships. <br />3. Review Project engineering drawings and other pertinent information relative to <br /> the proposed easement. <br />4. Personally deliver, or mail if more appropriate, the required appraisal notification <br /> letter to the property owner(s) (1) requesting permission to conduct an on-site <br /> inspection of the property, (2) advising them of their right to accompany the <br /> appraiser at the time of the inspection, and (3) requesting information regarding <br /> the property appraised which could influence the appraised value. <br />5. Conduct market research for sales of reasonably comparable and similar <br /> properties in the general subject area and conduct income to value analysis, <br /> including determination of highest and best use. <br />6.
