7.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 9, 2015 <br /> SUBJECT <br /> Tentative Agreement for a Successor Memorandum of Understanding between the City <br /> of Redwood City and the International Association of Fire Fighters Local 2400 (IAFF) <br /> RECOMMENDATION <br /> 1. By motion, approve the tentative agreement between the City of Redwood City and <br /> the International Association of Fire Fighters Local 2400 (IAFF). <br /> 2. By motion, authorize the City Manager to integrate the tentative agreement language <br /> into and execute a successor Memorandum of Understanding. <br /> BACKGROUND <br /> In December, 2013, the City entered negotiations with the International Association of <br /> Fire Fighters Local 2400 (IAFF), which represents the City's Firefighters, Fire Captains, <br /> Fire Prevention Officers, and Deputy Fire Marshals. The City's goal was to maintain a <br /> compensation program that was both fiscally sustainable in the long term and <br /> competitive in the market place in order to attract and retain a qualified workforce. In <br /> 2010, prior to the most recent negotiation, the City had negotiated with IAFF a lower <br /> second -tier pension formula for new employees, as well as two years of salary freezes. <br /> This joint effort by the City and IAFF to contain rising personnel costs and address the <br /> economic impacts of the recession, was followed by negotiated compensation reforms <br /> with all other labor groups, which also included salary freezes and lower pension tiers, <br /> and, in addition, put in place employee cost - sharing for pension and health benefits. <br /> This shared responsibility for benefit costs, which has continued in the recently <br /> approved agreements with the Service Employees International Union Local 521 <br /> (SEIU), the Redwood City Management Employees Association (RCMEA) and the Chief <br /> Officers' Association (COA), as well as the Executive Management Statement of <br /> Benefits, was an important focus of the recent negotiation with IAFF. <br /> ANALYSIS <br /> City negotiators met and conferred with IAFF and worked collaboratively to develop a <br /> four -year agreement (January 2014 — December 2017) that aligns the interests of the <br /> unit's seventy -nine (79) members with the strategic interests of the City, in accordance <br /> with Council parameters.
