7.2.A. - Page 2
well as other items related to department operations impacting hours, terms and
conditions of employment. All terms are shown in the attached Tentative Agreement
and the economic changes contained within the agreement are summarized below.
Salary and Retirement Contributions
As mentioned above, the City has recently negotiated agreements with various labor
groups to increase employees' share of pension costs by picking up a portion of the
City's rate, in addition to the standard employee contributions. When fully implemented,
these cost -share agreements will result in a total pension contribution by employees
ranging from 13% to 20% of salary, depending on the group. The new agreement with
IAFF will raise the total employee share from 9% to 16% of salary over the course of
four years. The comparison of total cost -share percentages by group, which are being
phased in through 2016, are shown in the table below.
Standard Employee Share Total Employee
Employee Share of City Cost Share
Executive Mgmt. 8 -9% 12% 20-21%
COA (Fire Mgmt.) 9% 10% 19%
IAFF 9% 7% 16%
POA (Police) 9% 7% 16%
PSA (Police Mgmt.) 9% 7% 16%
RCMEA (Mid - Mgmt.) 8% 7% 15%
SEIU 8% 5% 13%
The increased pension contributions by IAFF members will be offset by equivalent
salary increases, in addition to a small cost of living increase. The result of this
package is a net salary increase of 5% over the course of four years (starting in January
2014 when the prior MOU expired), as follows:
Employee Pension
Salary Increase Contribution Increase Net Increase
Year 1 3% 2% 1%
Year 2 3% 2% 1%
Year 3 3% 2% 1%
Year 4 3% 1% 2%
In addition, Fire Captains will receive a 2% equity increase in 2016. The purpose of this
increase is to maintain a sufficient salary differential between Fire Captains and
subordinate Firefighter- Paramedics who received a salary adjustment during the term of
the previous MOU. The Deputy Fire Marshal classification will receive a salary
adjustment of 11.5 %, based on the results of a salary survey of similar positions in
