7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 9, 2015 <br /> SUBJECT <br /> The City of Redwood City's membership in the San Mateo County Operational Area <br /> Emergency Services Organization Authority Joint Powers Agreement <br /> RECOMMENDATION <br /> Adopt Resolution approving the Revised and Restated Joint Powers Authority <br /> Agreement between the City of Redwood City and the San Mateo County Office of <br /> Emergency Services (OES), and authorizing the City Manager to execute the <br /> agreement. <br /> BACKGROUND <br /> The County of San Mateo created the Emergency Services Council with the mission to <br /> provide planning, preparedness, public information, training, and Federal /State <br /> intergovernmental emergency services coordination for the twenty cities /towns within <br /> San Mateo County, as well as for County government to enable them to respond to, <br /> minimize the impact of and recover from a major emergency, disaster, or homeland <br /> security incident with the least possible loss of life or property. <br /> The jurisdictions within the County of San Mateo comprise the San Mateo County <br /> Operational Area (SMCOA) and manage emergency operations through a Joint Powers <br /> Agreement (JPA) created in 1997. The agreement established the San Mateo <br /> Operational Area Emergency Services organization and outlined the operational <br /> structure of and funding formula for the SMCOA. The landscape of Homeland Security <br /> and Emergency Services drastically changed, and the agreement that governs how San <br /> Mateo County provides Emergency Services needed to reflect current laws, rules, <br /> directives, orders and trends. <br /> The First Amended Joint Powers Agreement has been updated to reflect the current <br /> relationships between the County of San Mateo and the participating cities /towns and <br /> other partners, to provide a clear understanding of the mission of the Emergency <br /> Services Council and the Emergency Managers /Coordinators within the County, <br /> cities /towns and other participating partner agencies /jurisdictions. <br /> ANALYSIS <br /> In January 2013, at the direction of the Emergency Services Council (ESC), a <br /> committee of emergency management professionals from surrounding agencies was <br />
