7.1.A. - Page 2 <br /> formed and met several times over a six month period to draft a Revised JPA <br /> Agreement. The agreed upon focus of the group was to: <br /> • Modernize the agreement to include relevant language and address the issue of <br /> compliance with the Standardized Emergency Management System (SEMS, <br /> California) and the National Incident Management Systems (NIMS). <br /> • Outline the over - arching responsibilities for the ESC and define the roles of the <br /> participants. <br /> During the review and revision process, it was determined: <br /> • The original JPA document is not on file with the California Secretary of State, <br /> which is required under the Government Code. <br /> • No Conflict of Interest Code has been adopted by the Authority and no Statement <br /> of Economic Interests (Form 700's) have been filed by Authority members <br /> representing their position on this particular Board. <br /> The First Amended Joint Powers Agreement was created and presented to the <br /> Redwood City Council on February 10, 2014 and was approved by member agencies <br /> throughout the County. The agreement was on the agenda for approval at the April 17, <br /> 2014 ESC meeting however, it was subsequently found to contain legal deficiencies <br /> which needed to be addressed. These changes included training and structure <br /> recommendations resulting in a new format that better complies with State standards. <br /> No other substantive changes were made since the agreement was approved at the <br /> February, 10, 2014 meeting. The current amended version has been vetted by multiple <br /> stakeholders, including Emergency Managers, Fire and Police Chiefs, City Attorneys <br /> and City Managers and as revised meets necessary legal requirements. <br /> ALTERNATIVES <br /> 1. Not approve and adopt the amended agreement reaffirming the City of Redwood <br /> City's membership in the San Mateo County Operational Area Emergency <br /> Services Organization, and direct staff to commence the process for terminating <br /> the original Agreement. <br /> FISCAL IMPACT <br /> No Budget Impact <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines section 15378, <br /> because it involves continuing administrative activities and has no potential for resulting <br /> in either a direct or foreseeable physical change in the environment. <br />
