Indemnification of Member Aaencies: SBWMA shalt require Contractor to indemnify SBWMA
and the Member Agencies participating in this Program.
Public Education and Promotion: The SBWMA will be primarily responsible for public education
and promotion of the services provided by the Contractor. The scope of the public education
activities is limited per SBWMA's agreement with the Contractor, as public participation is
directly attributable to public outreach. However, in the event that the quarterly combined
single-family or multi-family dwelling participation falls below 1.25% in any quarter, the SBWMA
is entitled to increase or supplement public education and outreach to encourage more
participation, pending budget considerations. If participation exceeds 1.25% in a quarter, the
Contractor bears the risk associated with the increased demand and will provide the services
requested by residents at no additional cost.
Scope of Services: The Scope of Services includes door-to-door collection service and a
Customer-paid mail-back collection option for Sharps. The door-to-door collection service
applies to the full range of materials targeted for collection, whereas the mail-back option is only
for sharps and is paid for directly by individual customers subscribing to this service. Single-
family and multi-family residents must call the Contractor in advance to order a "kit bag" and will
be required to properly package the materials they want collected prior to being provided door-
to-door collection service. The mail-back option for sharps works similarly by the resident
ordering a one-gallon container which is then returned via regular mail when full.
Contractor will provide for the collection of the full range of materials specified in the contract
with the SBWMA which included all types of household hazardous waste (HHW-cleaning
products, pesticides, herbicides, insecticides, automotive products, painting supplies, solvents,
strippers, adhesives), universal waste (U-Waste -fluorescent lamps, mercury wastes, non-
empty aerosol cans, batteries, cell phones), electronic scrap (E-Scrap - computer monitors,
laptop and desktop computers, TV's, console TV's, projector TV's, flat screen TV's, computer
peripherals (i.e., printers, keyboards, mice), and consumer electronics), and Sharps (e.g.,
needles, scalpels, blades, broken (medical) glass, broken capillary tubes, and exposed ends of
dental wires).
Customer Participation: Contractor will respond to requests for service by sending a kit bag to
residents and scheduling a pick-up. Residents will be required to follow the instructions and
prepare the materials properly for collection. Each kit bag can hold up to 125 pounds of
material. In addition, residents are required to keep separate all liquid waste (in a sealed
container), E-Scrap and Sharps (a separate container is provided). The Contractor will collect
the material using an enclosed box truck and deliver it to their storage and sorting facility for
further sorting or processing.
Customer Service
The Contractor operates a call center answering calls in both English and Spanish from 5:OOam
to 5:OOpm. After hours, holidays and weekend calls are routed to an automated attendant
answering service. The Contractor has developed a proprietary routing/scheduling software
application that it uses to record all calls, schedule appointments and sequence collection
routes.
SBWMA Member Agency Application Form For
Door-to-Door Household Hazardous Waste Collection Program
Page 2 of 6
