7.1.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 23, 2015 <br /> SUBJECT <br /> Amendment of the City's Classification and Salary Plan <br /> RECOMMENDATION <br /> Adopt a resolution amending the City's classification and salary plan to establish the <br /> classifications of GIS Technician and Police Evidence and Property Room Coordinator. <br /> BACKGROUND <br /> In support of the City's strategic initiative of efficient government operations, Human <br /> Resources and Department staff work together to identify potential organizational <br /> changes to more effectively deliver the City's core services. Periodically, amendments <br /> to the City's Classification and Salary plan are recommended in support of these <br /> changes. Recently, staff identified the need to reallocate positions within the Community <br /> Development Department and the Police Department in order to better support <br /> technically specialized functions. Staff is recommending the approval of two new <br /> classifications: Geographic Information Systems (GIS) Technician and Police Evidence <br /> and Property Room Coordinator. <br /> ANALYSIS <br /> Staff developed job specifications to accurately capture the scope and qualifications for <br /> each position. The recommended salary range for each position is based on the results <br /> of salary surveys of comparable classifications within a group of benchmark cities in the <br /> Bay Area. In addition, consideration was given to the internal alignment of salaries for <br /> existing superior, subordinate, and peer-level classifications within the City. These new <br /> classifications reflect a replacement of existing positions and will not result in changes <br /> to the current budget. <br /> GIS Technician <br /> The City's GIS program, first implemented in 1998, is an important resource for both <br /> City staff and community members, providing up-to-date information on the City's <br /> resources, infrastructure, and activities. Over time, this program has been expanded to <br /> include layers of data such as zoning, infrastructure, emergency services and hazards, <br /> development sites, natural resources, census and historic data.
