With the continued expansion <br /> of the program, the Community Development Department has increasingly relied on <br /> engineering and contract staff to maintain data and provide technical support. The GIS <br /> Technician position will ensure the continued accuracy of data and timely technical <br /> updates for optimal system performance for City operations and the community. The <br /> recommended salary range for the GIS Technician is $6,414 - $7,796, aligned with the <br /> current Senior Engineering Technician classification, which includes a vacant technician <br /> position that would be used to fund the proposed new position. <br /> Police Evidence and Property Room Coordinator <br /> The Evidence and Property Section of the Police Department performs a crucial service <br /> to public safety by collecting, preserving, storing and transferring crime scene evidence <br /> and property, as well as ensuring the safe disposition of materials. The section is <br /> currently staffed with two Community Service Officers who serve as property clerks, <br /> supervised by a Police Lieutenant. Upon review, staff determined that a non-sworn <br /> specialist position could provide dedicated lead supervision to the section and additional <br /> staff expertise for maintaining the integrity of evidence and chain-of-custody procedures <br /> as required by law. <br /> The Police Evidence and Property Room Coordinator position will replace one <br /> Community Service Officer. The new position will provide work coordination and training <br /> to staff on property and evidence procedures. In addition, the position will apply <br /> specialized knowledge and skill in evidence examination and processing, thus reducing <br /> reliance on outside services for these functions. The current Police Lieutenant will <br /> continue to oversee the section. However, as the new position will assume day-to-day <br /> supervision tasks, the Lieutenant will be able to shift more attention to managing public <br /> safety services which require the leadership of a sworn officer. The recommended <br /> salary range for the Police Evidence and Property Room Coordinator is $5,682 - $6,812 <br /> monthly, which is approximately 15% above the salary range for Community Service <br /> Officer. <br /> ALTERNATIVES <br /> • Council could direct staff to continue using existing classifications to staff the GIS <br /> program and the Evidence and Property Section. <br /> • Council could direct staff to propose an alternative recommendation for <br /> classification changes related to these functions. <br /> FISCAL IMPACT <br /> Funds for the GIS Technician position were included in the Fiscal Year 14-15 budget, <br /> with the deletion of a vacant Senior Engineering Technician position. The Police <br /> Evidence and Property Room Coordinator will be funded by the deletion of a vacant <br /> Community Service Officer position, at a net ongoing cost of $16,000 annually. The <br />
