7.2.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 23, 2015 <br /> SUBJECT <br /> Award of Contract-2014-2015 Sanitary Sewer Rehabilitation Project <br /> RECOMMENDATION <br /> By motion, approve the contract documents and award the standard form construction <br /> contract for the 2014-2015 Sanitary Sewer Rehabilitation Project to K.J. Woods <br /> Construction Inc. of San Francisco, California for their responsive and responsible low <br /> base bid of $928,800.00; authorize the City Manager to execute the contract and <br /> increase the contract amount, if necessary, up to 10% of the amount awarded, not to <br /> exceed $1,021,680.00 and confirm determination that the project is exempt and meets <br /> California Environmental Quality Act (CEQA) exemption criteria as set forth in Section <br /> 15301 (Existing Facilities) and Section 15302 (Replacement or Reconstruction) of the <br /> CEQA Regulations. <br /> BACKGROUND <br /> The City systematically replaces sections of aging sewer infrastructure to ensure the <br /> continued reliability of the system. Each year, staff identifies pipelines that require <br /> excessive maintenance or experience repeated service disruptions and targets those <br /> pipelines for improvement. <br /> CCTV inspection review of Sanitary Sewer Basin Nos. 5B, 5F and 5H were completed <br /> in 2014. Staff's review of the inspection videos revealed numerous defects in these <br /> sewer basins. A number of construction options for repair/rehabilitation have been <br /> evaluated by Staff to determine the most cost-effective method of mitigation. For this <br /> project, a "cured in place" lining method has been chosen in order to replace the <br /> identified pipe defects. <br /> The proposed sanitary sewer rehabilitation project will improve the condition of, and <br /> minimize infiltration and inflow into the sewer collection system. This project will <br /> rehabilitate approximately 6,457 linear feet of existing 6-inch and 8-inch sanitary sewer <br /> main, rehabilitate 42 existing sanitary sewer manholes and replace 161 existing sanitary <br /> sewer laterals. Some pipe defects, particularly those resulting in pronounced <br /> misalignment will be excavated and repaired. <br /> In order to complete this work, an outside contractor must be hired. The following report <br /> details the result the bids recently received to complete this work, as well as the <br /> recommended contractor. <br />
