Woods Construction Inc. —San Francisco $928,800.00 <br /> Darcy and Harty Construction Inc.-San Francisco $1,014,491.00 <br /> Pacific Trenchless Inc.-Oakland $1,029,159.00 <br /> Casey Construction, Inc. — Emerald Hills $1,044,893.00 <br /> Cratus Inc.—San Francisco $1,105,000.00 <br /> Ranger Pipelines Inc.-San Francisco $1,173,280.00 <br /> The low bid of $928,800.00 submitted by K. J. Woods Construction, Inc. is <br /> approximately 15.56% lower than the engineer's estimate of $1,100,000.00. Staff <br /> reviewed several references provided by K. J. Woods Construction, Inc. for similar <br /> completed projects. The references provided satisfactory feedback in regards to <br /> accountability and performance of the contractor. Based on the bids received and <br /> references, staff believes that the low bid is reasonable and responsive and <br /> recommends awarding the contract to K. J. Woods Construction, Inc. <br /> Construction is expected to begin in April 2015 and conclude by the end of August <br /> 2015. The City will give notice to all residents and businesses that might be affected by <br /> the construction. Additionally, the contractor is obligated to provide notice to area <br /> residents and businesses two weeks prior to the start of work on each street and/or two <br /> days prior to any interruption of sanitary sewer service. Signage that contains project <br /> information will be posted at the construction sites and construction updates will be <br /> available on the city's website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> the project. Replacement costs and service interruptions may increase if completion of <br /> this project is significantly delayed. <br /> FISCAL IMPACT <br /> Funds for the general work of this project were approved and appropriated in the Fiscal <br /> Year 2014/15 budget as Sewer Fund Capital Projects — Sewer Rehab Program which <br /> has an available balance of $1,386,539.21 as of December 31, 2014. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that the 2014-2015 Sanitary <br /> Sewer Rehabilitation Project meets the California Environmental Quality Act (CEQA) <br /> exemption criteria as set forth in Section 15301 (Existing Facilities) and Section 15302 <br /> (Replacement or Reconstruction) of the CEQA Regulations.
