7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 23, 2015 <br /> SUBJECT <br /> Housing Related Parks Program Grant Application <br /> RECOMMENDATION <br /> 1. Adopt a resolution to authorize the City Manager to submit a grant application for a <br /> Housing Related Parks Program Grant. <br /> 2. By motion, authorize the City Manager to execute the related grant agreement and <br /> grant documents. <br /> BACKGROUND <br /> The California Department of Housing and Community Development (HCD) released <br /> Housing Related Parks (HRP) Program Notice of Funding Availability (NOFA) for the <br /> 2014 funding round in December 2014. The HRP Program is designed to reward local <br /> governments that approve housing for lower income households and are in compliance <br /> with State housing element law with grant funds to create or rehabilitate parks and/or <br /> recreational facilities. The HRP Program was funded through Proposition 1C, the <br /> Housing and Emergency Shelter Trust Fund Act of 2006. <br /> The program awards grant funds for parks and recreation projects that benefit the <br /> community. Funds are awarded on a per-bedroom basis for each residential unit <br /> affordable to very low and low income households permitted during the designated <br /> program years. The grant funds include base and bonus award amounts per bedroom. <br /> Bonus awards are provided for criteria including infill development, disadvantaged <br /> community (a census tract having 51% or more of its residents at low or moderate <br /> income), park deficient communities and for deed restricted very low income units. <br /> ANALYSIS <br /> The City meets all grant threshold criteria and therefore qualifies for this round of HRP <br /> grant funds. The four threshold requirements for eligibility include Housing Element <br /> compliance, submittal of Annual Progress Reports on the Housing Element, permitted <br /> eligible very low or low income units for the designated years and meet the minimum <br /> grant amount of $75,000. <br /> Page 1 of 3 <br />
