7.1.A. - Page 2 <br /> The City has a certified Housing Element and has submitted Annual Progress Reports <br /> on the Housing Element to the State for the designated years of 2011, 2012 and 2013. <br /> The City permitted two eligible residential developments that included deed restricted <br /> very low and low income units. The two projects include the Cedar Street Apartments <br /> and the Radius Apartments, permitted in 2011 and 2013 respectively. The Cedar Street <br /> Apartments included 14 studio apartments restricted to very low income households <br /> and the Radius Apartments included 22 units restricted to low income households <br /> comprised of 11 one bedroom units and 11 two bedroom units. Both projects qualified <br /> as in-fill development. These factors qualify the City for a total of $104,550 including <br /> base and bonus awards. Additionally, HCD may increase the amount requested of <br /> $104,550 by up to 50 percent for a possible Regional Housing Needs Allocation (RHNA) <br /> bonus, for a total not to exceed $160,000. <br /> The HRP grant funds must be used to create or rehabilitate parks and/or recreational <br /> facilitates. Additional bonus awards are provided for park or recreational projects that <br /> will support any residential infill project located within a quarter mile radius. <br /> The City Parks, Recreation and Community Services Department identified Roselli Park <br /> as the potential project for this grant application. Roselli Park, in downtown Redwood <br /> City, is a largely unused green space immediately adjacent to the Main Library. The <br /> library building sits on two city-owned parcels and is surrounded by surface parking lots, <br /> a railroad track, and Middlefield Road, a large, local thoroughfare. Currently, the library <br /> does not connect to the green space nor does it offer an outdoor play space or reading <br /> area. In fact, Roselli Park cannot be seen from the road or from the entrance to the <br /> library. The project proposes to prepare a site plan for the library to improve <br /> connectivity, visibility, safety and quality of outdoor spaces surrounding the library <br /> building. <br /> Improving the grounds surrounding the Main Library provides an opportunity to address <br /> the City's 2008 Park Needs Assessment which identifies the Downtown area as one of <br /> the most park deficient locations in the City. This grant will fund the site analysis and <br /> planning for recreational uses of the Library and Roselli Park. <br /> If Council chooses, this grant provides the City with options to use the funds for another <br /> park improvement project that meets the grant criteria. Overall, the grant is relatively <br /> flexible and revised information would only need to be submitted prior to the project start <br /> date. <br /> Page 2 of 3 <br />
