3.0 Environmental impact Checklist
a) Cause a substantial adverse change in the significance of a historical resource as defined in
Section 15064.5?
No Impact. The project site is currently developed with three single-family residences that are
about 50 to 60 years in age. These structures meet the California Office of Historic Preservation's
minimum age standard of 45 years or older to potentially be of historical value. The project
includes demolishing the existing on-site structures and constructing 12 two-story detached
single-family homes. An assessment conducted by an architectural historian confirmed that the
existing structures on-site are not historically significant(Appendix B). No other historic or
archaeological resources are known to occur on the site.Historical resources would not be
impacted by the project.
b) Cause a substantial adverse change in the significance of an archaeological resource
pursuant to Section 15064.5?
c) Directly or indirectly destroy a unique paleontological resource or site or unique geologic
feature?
d) Disturb any human remains, including those interred outside of formal cemeteries?
Less-than-Significant Impact with Mitigation Incorporated. As the project site has already
been graded and developed for the existing residential uses, the potential for encountering
previously undiscovered archeological resources, paleontological resources, or human remains
on the project site is low.Encountering and destroying previously undiscovered archeological
resources, paleontological resources, or human remains during construction excavation and soil
disturbance activities would be considered a potentially significant impact. Implementation of
Mitigation Measure CULT-1 would reduce impacts to a less-than-significant level.
Mitigation Measure CULT-1: Prior to Grading Permit issuance, the applicant shall
incorporate a note on the first page of the construction plans, that should cultural
resources be encountered during site grading or other site work, such work shall
immediately be halted in the area of discovery and the applicant shall immediately
notify the Planning Manager or designee of the discovery. The applicant shall be
required to retain the services of a qualified archaeologist for the purpose of recording,
protecting, or curating the discovery as appropriate. The cost of the qualified
archaeologist and of any recording, protecting, or curating shall be borne solely by the
applicant. The archaeologist shall be required to submit a Cultural Resources
Management Plan, per City Requirements, to the Planning Manager or designee for
review and approval that outlines the findings and mitigation methods of curation
and/or protection of the resources. No further grading or site work within the area of
discovery shall be allowed until the preceding has occurred. Disposition of Native
American remains shall comply with CEQA Guidelines Section 15064.5(e). The note on
the plans shall be subject to review and approval of the Planning Services.
La Palma Subdivision Project
Final Initial Study/Mitigated Negative Declaration
31
