3.0 Environmental Impact Checklist <br /> residential development includes no components that would generate groundborne noise or <br /> vibration. The project impacts related to exposing persons to or generating excessive <br /> groundborne vibration or groundborne noise levels are less than significant. <br /> c) Result in a substantial permanent increase in ambient noise levels in the project vicinity <br /> above levels existing without the project? <br /> Less-than-Significant Impact. Construction would be temporary,lasting 16 months, and <br /> therefore would not result in a permanent increase in ambient noise levels. <br /> The project represents infill development and noise Ievels generated by the project would be <br /> similar to the noise generated by the existing residential uses on-site. The project would <br /> construct 12 two-story detached,single-family homes in replacement of the 3 existing single- <br /> family homes.As previously discussed,the ambient noise level standard for medium/medium- <br /> high density residential uses conditionally acceptable is up to 65 dBA and the project site is <br /> Iocated in a noise contour that currently experiences exterior traffic noise levels ranging from 55 <br /> to 60 dBA. Project traffic would generate 7 AM peak trips and 9 PM peak trips(see Section 3.16, <br /> Traffic and Transportation). This incremental amount of peaks trips, during which traffic noise <br /> levels would be the greatest, would not result in a substantial permanent increase in noise <br /> beyond existing noise levels. The project's traffic noise impacts are less than significant. <br /> d) Result in a substantial temporary or periodic increase in ambient noise levels in the <br /> project vicinity above levels existing without the project? <br /> Less-than-Significant Impact with Mitigation Incorporated.Project construction would result <br /> in a temporary increase in ambient noise levels during construction,which is expected to last 16 <br /> months.The project site is located in a developed neighborhood surrounded by similar <br /> residential uses.The closest sensitive receptor is a two-story apartment building located <br /> adjacent to the project site approximately 13 feet southeast from a proposed project structure. <br /> Other sensitive receptors also located in close proximity to the project site include:a two-story <br /> apartment building located adjacent to the project site approximately 35 feet northwest from a <br /> proposed project structure, and single-family residential homes across Kentfield Avenue <br /> approximately 50 feet from the project site. <br /> As shown in Table 4,construction equipment would generate noise levels ranging from 80 dBA <br /> to 88 dBA at 50 feet.Although project construction noise would not exceed to the City's <br /> construction noise threshold of 110 dBA at 25 feet,noise generate from project construction <br /> would result in a substantial increase in noise levels at surrounding properties that exceed the <br /> existing ambient noise level.Mitigation Measure NOI-2 would limit the potential construction <br /> noise impacts generated during project construction on surrounding properties. <br /> Implementation of Mitigation Measure NOI-2 would reduce potential project construction noise <br /> impacts to a less-than-significant level. <br /> La Palma Subdivision Project <br /> Final Initial Study/Mitigated Negative Declaration <br /> 51 <br />
