<br /> (c) The above modifications can be granted if it is determined that the
<br /> proposed development will provide an environment of physical and functional
<br /> desirability, in harmony with the character of the surrounding neighborhood or
<br /> district.
<br /> The proposed development with modifications will provide an environment
<br /> of physical and functional desirability, in harmony with the character of the
<br /> surrounding neighborhood and R-2 Zoning District, by creating a new
<br /> detached single-family development that is consistent with the other PD's
<br /> on Kentfield Avenue, and in the neighborhood . The proposed
<br /> development, inclusive of the proposed design modifications, will
<br /> incorporate flexibility of design by incorporating the highest quality
<br /> architectural solutions, building materials, landscaping concepts with
<br /> quality open space, and stormwater treatment provisions.
<br /> Section 5 . The Vesting Tentative Map , including the Exception to the
<br /> Subdivision Ordinance, and the Planned Development Permit, including the
<br /> Modifications, are hereby conditionally approved based on the Planning
<br /> Commission 's consideration and reliance on the IS/MND and in accordance with
<br /> the plans, details and descriptions contained therein and subject to the Mitigation
<br /> Monitoring and Reporting Program , both incorporated herein by reference and
<br /> the following Conditions of Approval :
