TASK 3—COMPOSITE CAD LAYOUT OF ALL UTILITY JT SKETCHES
Consultant will receive utility company conductor design sketches from Astound, PG&E, Comcast and
AT&T. These plans will be in various formats and scales in PDF and hardcopy. Consultant will review the
utility company drawings to identify the number and size of conduits for each segment of the project,
along with the number, size and location for each vault. The various designs will be rectified between
the utility companies to develop agreed upon locations for vaults, while meeting each utility company's
needs for access. Consultant will label each segment of joint trench(A, B, C, D etc) based on the trench
occupancy by various utility company conduits. Consultant will number each segment (1, 2, 3 etc.)with
the same trench occupants. The composite layout will include the number and size of conduits for each
utility company in each segment of trench. The plan will be completed in CAD on the project aerial
topographic survey base, and will be plotted at scale 1"=20'. This CAD layout will be prepared for review
of the utility companies.
Consultant will prepare a PG&E Standard Construction & Labor Summary sheet showing key work items
to be performed by the City's Joint Trench Contractor and work by each individual utility company.
These include items such as trenching (excavate, backfill & compact), PG&E electric transformer
enclosures, sidewalk enclosures, splice boxes, conduits, wires, switchgears & transformers, cable tv
splice boxes, conduits,AT&T vaults, conduits, wires, street light conduits, boxes, street lights, (excavate,
supply&install),removal of poles, luminaire etc.
TASK 4—PRELIMINARY FORM B/CONSTRUCTION COST ESTIMATE
After compiling the various utility company plans into an initial CAD base file,Consultant will prepare an
initial construction cost estimate. The purpose of this task is to prepare a preliminary construction cost
estimate to supplement the construction cost estimate for electrical work prepared by PG&E. PG&E's
cost estimate, expected to be complete in early 2015, includes the cost for furnishing and pulling wires,
furnishing and installing transformers, installing other electrical equipment, trenching and installing the
panel conversions/service trenches, and removing power poles. Consultant will provide a cost estimate
for the work that will be depicted on the City's Joint Trench Composite Drawings, which are the
trenching & backfill, empty conduits, empty vaults, wet utility relocations, signal modifications,
temporary bulbouts, and surface restoration. The Consultant cost estimate will be combined with the
PG&E estimate and will be compared with the assessment allotment in the Rule 20A funds.
Since the estimate of the composite drawing improvements is being prepared before the plans are
prepared, Consultant will need to assume an average number of conduits for each block of joint trench,
based on an initial review of the utility company plans. Consultant will assign an estimated cost to 4-6
levels of trench installation (example: level one-- 1 to 2 conduits, level two — 2 to 4 conduits shallow,
level two-- 2 to 4 conduits deep, etc). The length of conduits will be measured polylines in AutoCAD
with a percent increase to account for sweeps. Vaults will be counted per the utility company plans. If
some of the utility company plans are incomplete Consultant will make assumptions for added conduits
and boxes to include in the estimate. The cost estimate is to be considered a planning-level cost
estimate with appropriate contingencies,to assist with project phasing decision making.
TASK 5—COORDINATE COMPOSITE LAYOUT CHANGES WITH UTILITY COMPANIES
Consultant will present the composite layout in a meeting with the utility companies and deliver copies
to each utility company for their review and comment on the preliminary layout by consultant. Since
the preliminary composite layout will include adjustments in the original utility layout request by the
utility companies, the utilities will have an opportunity to review and comment on the combined layout,
