355 <br /> Planning Director Schroeter described briefly the Plan- <br /> ning Commission consideration on the subject application <br /> as contained in their Minutes of March 4 and April 1, <br /> 1975. Mr. Schroeter referred to a slide depicting the <br /> zoning of the affected neighborhood and observed that <br /> the long range General Plan for the area anticipates <br /> office development of some of the residential property <br /> in the Sequoia Hospital area. <br /> Discussion followed and Mr. Schroeter and City Attorney <br /> Schricker replied to questions concerning traffic patterns <br /> in the subject area, the anticipated development in the <br /> neighborhood, the type of landscaping contemplated with <br /> regard to "major clinic landscaping, ' and the requirement <br /> to find that any rezoning is consistent with the General <br /> Plan. <br /> Speer McClellan, 275 Hubbard, representing the applicant, <br /> discussed the nature of the neighborhood, the number of. <br /> hospital related professional offices presently constructed <br /> there, and the need for additional medical offices in the <br /> City. Mr. McClellan also described the reasons his client <br /> wishes to use the subject property for a medical office <br /> and why she believes such use will not be detrimental to <br /> the neighborhood. Mr. McClellan urged the Council to re- <br /> verse the Planning Commission decision to deny the appli- <br /> cation. <br /> ,A,,,. Daphne Chisholm, the applicant, commented further on her <br /> anticipated use of the property and the lack of avail- <br /> ability of medical office space elsewhere. Dr. Chisholm <br /> - replied to questions from Council regarding the nature <br /> of her practice and her plans for present and future <br /> development of the property. <br /> Nyra Pratt, office manager for the applicant, reported <br /> concerning her attempts to find medical office space <br /> elsewhere in the neighborhood and in the City. Ms. <br /> Pratt advised that she was unable to find any appropri- <br /> ate office space anywhere in the City. <br /> In response to question, Mr. Schroeter advised that some <br /> of the residences in the Sequoia Hospital area occupy <br /> property presently zoned for professional offices. He <br /> stated that a use permit might be required if the current <br /> structures were to be used for offices, but that such use <br /> is permissible on the sites, adding that a residence could <br /> be razed and a proper medical office building constructed. <br /> Ben Moritz, 136 Circle Road, suggested traffic problems <br /> would be created if the application is granted and com- <br /> mented on the presently inadequate parking at the hospital. <br /> Mr. Moritz urged the Planning Commission decision be up- <br /> held. <br /> +a. Leonard Merta, 2948 Hopkins, spoke in support of the <br /> granting of the application, stating that such use would <br /> improve a deteriorating neighborhood by cleaning up the <br /> area, improve the parking situation with an offstreet <br /> lot, increase the taxes on the subject property, and re- <br /> duce the need for frequent assistance from the police and <br /> -2- <br /> Reg.Mtg. <br /> 4/28/75 <br />
