Mr. Roddick distributed photo- <br /> graphs of the Redwood Clinic area in support of his <br /> statements and urged the subject appeal be denied. <br /> Mr. Schroeter stated for the record that the traffic <br /> report requested by the Planning Commission at the <br /> March 4 meeting was provided for the April 1 meeting; <br /> that public testimony given after the closing of the <br /> public hearing was ordered stricken; and that Commis- <br /> sioner Kelly abstained from voting because he was not <br /> present at the March 4 hearing. <br /> City Attorney Schricker requested that the record show <br /> also that the Council has a full record of all of the <br /> proceedings of the Planning Commission along with com- <br /> plete staff reports on the matter. <br /> Walter Shugert, 120 Circle, spoke in opposition to <br /> granting the application. Mr. Shugert suggested that <br /> if the requested rezoning is granted, property values, <br /> and, therefore, taxes, will increase, creating financial <br /> problems for those who wish to continue to use their <br /> property as residences. Mr. Shugert recommended Sequoia <br /> Hospital construct medical offices on the first floor, <br /> if such offices are required to be adjacent to the <br /> hospital. <br /> Herman DeBie, 78 Circle, spoke in opposition to granting <br /> the application, suggesting traffic problems would in- <br /> crease in the neighborhood. <br /> Bruno Rasconi, 260 Upland, spoke in opposition to grant- <br /> ; ing the application, stating that there is considerable <br /> illegal parking in the area now because of lack of ade- <br /> quate parking space . <br /> Mrs. Ethel Grace, 2819 Hopkins, suggested traffic studies <br /> are made at times of unusually light traffic and urged <br /> denial of the subject appeal. <br /> Speer McClellan (see above) commented in response to <br /> statements made by those who opposed granting the a.ppli- <br /> cation, stating his belief that his client ' s proposed <br /> use of the subject site would have the least impact on <br /> the area of any prospective development of the property. <br /> City Attorney Schricker stated for the record that the ••w <br /> subject application has had an environmental impact re- <br /> port review and a negative declaration was made .
