357 <br /> MOTION: Councilman Norris moved, seconded by Council- <br /> man Henderson, to close the public hearing. <br /> The motion carried unanimously by voice vote . <br /> The public hearing was closed at 8 :52 p.m. <br /> MOTION: Councilman Norris moved, seconded by Council- <br /> man Rhodes, to uphold the denial of the Planning Com- <br /> mission of the application to amend the Zoning Map to <br /> rezone property at 189 Circle Road from R-1-10 to PO <br /> (Daphne Chisholm) ; and further, that the rezoning is <br /> not in the public interest because it would have a <br /> detrimental affect on the surrounding residential areas <br /> insofar as parking and related traffic matters are con- <br /> cerned; and that this limited change is not consistent <br /> with the areawide change contemplated by the General <br /> Plan. <br /> The motion carried unanimously by roll call vote. <br /> (MINUTE ORDER NO. 75-80) <br /> City Manager Fales suggested that at any time there <br /> appears to be consensus on the Planning Commission or <br /> City Council concerning the zoning of property in a <br /> manner other than that contemplated by the long range <br /> General Plan, then a review of the affected portion of <br /> the General Plan should be initiated by one, or both, <br /> of those bodies. <br /> Discussion followed concerning similar areas of the City <br /> where problems similar to that just considered might <br /> arise . <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Norris, to ask the Planning Commission to examine <br /> the adequacy, the sufficiency and the locations of the <br /> Professional Office (PO) zone within the whole Redwood <br /> City General Plan and its sphere of influence . <br /> The motion carried unanimously by voice vote . <br /> (MINUTE ORDER NO. 75-81) <br /> (The Council recessed from 9:05 to 9:17 p.m. ) <br /> Change of traffic flows - <br /> Downtown Improvement Project <br /> City Manager Fales referred to his reports of April 4 <br /> and April 18, 1975 regarding the proposed change of <br /> traffic flows in the Downtown Improvement Project. Mr. <br /> Fales called attention to the only area of disagreement, <br /> stating that some businessmen would prefer that left <br /> turns be permitted from Broadway on to California Street, <br /> while staff has opposed such turns as a safety measure <br /> because of the inadequacy of space which might cause <br /> vehicles to be stacked on the railroad crossing. <br /> Slides were displayed depicting the area in general; 32 <br /> potential conflict points if left turns are permitted; <br /> -4- <br /> Reg.Mtg. <br /> 4/28/75 <br />
