35 <br /> two potential conflict points when no left turns are <br /> permitted; and the El Camino/Broadway/Marshall inter- <br /> section. <br /> Dick Miller, Manager of the Bank of America, California <br /> and Winklebleck, expressed concern for the survival of <br /> business on California Street if left turns off Broadway <br /> are not permitted and urged such turns be allowed. Mr. <br /> fowl <br /> Miller suggested prohibiting left turns between 4:00 <br /> and 6 :00 p.m. only. <br /> Herbert M. Green, attorney for Fireside Thrift, California <br /> and Broadway/Marshall, referred to a slide depicting the <br /> area under discussion and commented on the traffic situ- <br /> ation generally and on the possibly complex routes cus- <br /> tomers might have to use in order to reach Fireside if <br /> left turns are prohibited. Mr. Green urged that left <br /> turns be permitted at all times. <br /> Jim Cox, Stewart Title Company, spoke in opposition to <br /> prohibiting left turns from Broadway on to California <br /> Street, suggesting possible loss of customers if such <br /> access is eliminated. <br /> Discussion followed and Director of Public Works Pusich <br /> and Mr. Pales replied to questions, advising that limit- <br /> ing left turns to a. two-hour period is dangerous as well <br /> as difficult to enforce and observed that California <br /> Street would remain one way, if such turns are to be <br /> permitted. <br /> MOTION: Councilman Rhodes moved, seconded by Councilman <br /> Leipzig, to maintain the permitted left turn from Broadway woe <br /> on to California. <br /> r.rr <br /> Discussion continued regarding the safety problems en- <br /> visaged by the staff, the possibility of changing the <br /> driving habits of the customers of the three affected <br /> businesses, and the possible loss of business in the <br /> area . <br /> The motion carried on the following roll call vote : <br /> Ayes : Councilmen Barrett, Leipzig, Norris, Rhodes <br /> and Mayor Weymouth <br /> Noes : Councilmen, Henderson, Williams (M.O. #75-82) <br /> MOTION : Titles having been read, Councilman Barrett in- <br /> troduced the following ordinance and resolution and moved, <br /> seconded by Councilman Leipzig, adoption of the resolution <br /> and approval for first reading of the ordinance : <br /> ORDINANCE AMENDING SECTION 20.46 OF, AND REPEALING <br /> SECTION 20.47 OF, ARTICLE IV OF CHAPTER 20 OF THE <br /> CODE OF THE CITY OF REDWOOD CITY RELATING TO ONE- <br /> WAY STREETS AND ALLEYS wool <br /> RESOLUTION NO. 7397 DECLARING CERTAIN DESIGNATED <br /> STREETS IN THE CITY OF REDWOOD CITY TO BE ONE-WAY <br /> STREETS <br /> The motion carried unanimously by roll call vote . <br /> Reg.Mtg. -5- <br /> 4/28/75 <br />
