358
Michael Rivas, 159 "G" Street, advised that his property
did become flooded each time the creek overflowed.
During additional discussion, it was noted that even if
the project were to proceed with the present design, it
would not meet the criteria of the 100-year storm. There
mein
was also an indication that there are problem areas due
to accumulation of debris in the creek, and Mr. Fales
advised that some sort of arrangement was needed be- ..r
tween the two cities for maintenance of the creek on
an annual basis.
Mrs. Dickinson, 167 "G" Street, advised that their
property had been flooded in 1960.
Charles Upp, 321 "G" Street, commented on the erosion
of neighboring property over the years due to the creek.
He stated that maintenance has been attempted, but did
not believe there had been definitive action to put in
a non-erodible channel to control the creek.
Mr. Fales responded that the project was designed in
good faith, and the concerns mentioned were why a joint
agreement had been entered into with San Carlos. He
briefly reviewed the progress of the preliminary plan-
e ning until the enactment of the 1973 Flood Disaster
Protection Act presented a new situation.
Mrs. Verda Wymer, 307 "G" Street, expressed the opinion
that there had been a lack of "input ' by Redwood City
during the public meetings which had been held, and Imo
what she considered delay in completion of the project.
woo
She was informed by Mr. Fales that the project was
actually that of San Carlos, and further, that had the
project been completed according to the proposed de-
signs, it would not have qualified under the federal
requirements that it meet the 100-year flood criteria,
and the residents along Cordilleras Creek would still
be in the same situation as now with respect to the
Flood Insurance .
Charles Reid (see above) and Terry Rose, 299 "G" Street
inquired how the 100-year storm is determined.
At the invitation of Mr. Fales, Deputy Director of Public
Works Sennewald explained that the 100-year storm was
based on a complicated mathematical method of determining
probability, based on records of rainfall and other data .
At the conclusion of the discussion, Mayor Weymouth sug-
gested that those having concerns with regard to the
flood insurance regulations should contact their con-
gressional representatives, as Redwood City has done .
mon
MOTION : Title having been read, Councilman Leipzig in-
troduced the following resolution and moved, seconded
by Councilman Williams, its adoption: ""_
-3-
Reg.Mtg.
1/13/75
