157 <br /> MOTION: Title having been read, Councilman Henderson <br /> introduced the following resolution and moved, seconded <br /> by Councilman Leipzig, its adoption: <br /> RESOLUTION NO. 7340 DECLARING ST. FRANCIS STREET <br /> owe FROM MADISON AVENUE TO THE VETERANS MEMORIAL <br /> BUILDING PARKING LOT AND NEVADA STREET FROM <br /> MADISON AVENUE TO THE VETERANS MEMORIAL BUILDING <br /> PARKING LOT, TO BE ONE-WAY STREETS <br /> The resolution was adopted unanimously by roll call vote. <br /> Postponement of Cordilleras Creek project <br /> City Manager Fales referred to his report to Council of <br /> January 10, 1975, to which was attached copy of the re- <br /> port of Director of Public Works and a copy of the pro- <br /> posed supplemental agreement between the City of Redwood <br /> City and the City of San Carlos. The supplemental agree- <br /> ment would have the effect of suspending activity on the <br /> project for two years, and was necessitated by several <br /> elements, among them the uncertainties created by the <br /> 1973 Flood Disaster Protection Act as well as the in- <br /> flated economy. If it is decided by both parties at <br /> the end of two years to proceed with the project, it <br /> would be necessary to enter into a new agreement. <br /> Mr. Fales responded to questions by Council, indicating <br /> .-�- that as much as the work as possible done to date, in- <br /> volving plans and specifications and engineering work, <br /> would be salvaged . Also, should the project resume <br /> after the two years, the whole process, including public <br /> informational meetings, would have to be repeated. <br /> City Attorney Schricker advised that on the subject of <br /> the funds forwarded to San Carlos, the draft supplemental <br /> agreement was based on the assumption no additional sums <br /> would be due and payable. He indicated it might be <br /> necessary to redraft that portion of the agreement. <br /> Mr. Fales also commented on discussions between the two <br /> cities with respect to maintenance of the channel, and <br /> indicated that if arrangements can be worked out with <br /> San Carlos, proposals for such maintenance would be <br /> brought back to the respective City Councils for con- <br /> sideration. <br /> Mrs. Reid, of the Northeast Redwood Neighborhood Associ- <br /> ation, reported loss of portions of her lot due to <br /> erosion from the creek, and inquired regarding flood <br /> insurance costs. <br /> Mr. Fales indicated that the only information the City <br /> has is what HUD has provided, and that an effort is <br /> being made to get a. postponement pending completion of <br /> studies, which have never been made, to be paid for by <br /> the federal government, to determine if the insurance <br /> is really needed. He explained that the flood hazard <br /> map simply designates a. large part of Redwood City as <br /> a flood hazard area without designating which properties <br /> are involved, depth of water, or whether the problem <br /> might be serious or minor. <br /> -2- <br /> Reg.Mtg. <br /> 1/13/75 <br />
