356 <br /> RESOLUTION NO. 7404 AUTHORIZING EXCHANGE OF REAL <br /> PROPERTY IN CONNECTION WITH LEVEE ALIGNMENT IN <br /> VICINITY OF SHELL PARKWAY AND PENINSULA PARKWAY <br /> The resolution was adopted unanimously by roll call vote. <br /> Aft <br /> Proposed policy re smoking ., <br /> at City Council meetings <br /> Councilman Norris referred to his memorandum of April 28 <br /> to members of the City Council requesting consideration <br /> of establishment of a policy regarding smoking at City <br /> Council meetings. Councilman Norris observed that the <br /> decision of the Board of Supervisors with regard to <br /> smoking in the Chambers was to permit those who meet in <br /> the Chambers to make their own regulations. <br /> Councilman Norris advised that the Transit District <br /> Board of Directors has established a policy which per- <br /> mits smoking on one side of the Chambers only and sug- <br /> gested that the City Council might make the same rule. <br /> Discussion followed concerning enforcement of the regu- <br /> lation proposed by Councilman Norris; whether the smoke <br /> problem for non-smokers can be effectively alleviated <br /> if smoking is permitted at all; and the practices of <br /> other governmental agencies with regard to prohibitions <br /> on smoking. <br /> Lee Ann Pearce, 10 Northumberland, stated that she be- <br /> lieves that in a relatively small room smoking must be <br /> stopped entirely if the problem is to be alleviated. <br /> MOTION: Councilman Rhodes moved, seconded by Council- <br /> man Henderson (see below) , that no smoking at all be <br /> permitted at all public City Council meetings. <br /> CLARIFICATION : At the request of Councilman Henderson, <br /> the motion was clarified as follows : No person shall <br /> smoke in any room within any building in which a meeting <br /> of the Council of the City of Redwood City or one of its <br /> agencies is held to which the general public is admitted <br /> while such a meeting is being held and at which more <br /> than ten persons are present, or if any person present <br /> objects. Councilman Rhodes agreed with the clarification <br /> of his motion, and Councilman Henderson then seconded the <br /> motion. <br /> City Attorney Schricker advised that Council has empowered <br /> Boards and Commissions to regulate their own conduct of <br /> meetings, and suggested that the subject motion should <br /> apply only to City Council meetings . <br /> MOTION RESTATED : Councilman Rhodes, with the consent of mos <br /> his second, then restated the motion as follows : No <br /> person shall smoke in any room within any building in woo <br /> which a meeting of the Council of the City of Redwood <br /> City is held to which the general public is admitted <br /> while such a meeting is being held and at which more <br /> than ten persons are present, or if any person present <br /> objects. <br /> -4- <br /> Reg.Mtg. <br /> 5/5/75 <br />
