36O Mayor Weymouth then asked that Council attention be directed to consideration of the proposed Annual Budget for 1975-1976. For the benefit of the unexpectedly large audience, Mayor Weymouth requested Mr. Fales to describe briefly the de- , , partment programs and proposed budget in each case before Council consideration. Mayor Weymouth also advised that the Council will consider each program in the order pre- sented in the proposed Budget and asked those wishing to speak to the subject before Council to stand to be recognized and to state their names and addresses. City Council- Account No. 400 (pp 8-9) With regard to increased allocation for the subject account, City Manager Fales observed that the ability to make decisions at the municipal level is increas- ingly dependent upon the ability to influence regional, state and federal agencies. He suggested that Redwood City must play an active role in attempting to do so. In response to request, City Controller Ference advised he will provide information on the appropriations and amount actually spent for the subject Account for the past three years, along with break-downs of the expendi- tures. Mr. Ference provided a breakdown of the total amount recommended for the Account for 1975-1976. sow MOTION : Councilman Norris moved, seconded by Councilman r«r Barrett, that with regard to the second paragraph of the "Specific Objectives and Comments" the following be added on page 9: '(5) review of GID No. 1-64 development and financial options with a. decision on future financial arrangements between district, developer and city. " The motion carried on the following roll call vote : Ayes : Councilmen Barrett, Leipzig, Norris, Rhodes Noes : Councilmen Henderson, Williams and Mayor Weymouth It was the consensus of Council to withhold approval of Account No. 400 pending receipt of the report requested from the City Controller (see above) . City Manager - Account No. 410 (pp 10-11) City Manager Fales advised that the position of Engi- neering Administrative Assistant in his office is pres- , ently vacant and it is not anticipated it will be filled immediately and eventually is expected to be filled by a position at a lower salary level. In response to woo question, he stated that the job could be removed from the budget now, but the more conservative approach would be to retain the position rather than reestablish the -2- X Budget Study 5/10/75 4
