Discussion followed concerning the anticipated use of .•■• the vacant position, and Mr. Fales offered to attempt to determine within a week the use he will make of the ,,,,,, position, observing that it might be possible to sug- gest recommending retention of the position at a lower salary range. It was the consensus of Council to withhold approval of Account No. 410 pending receipt of the report to be pro- vided by the City Manager. (The Council recessed from 10 :15 to 10 :30 a.m. ) City Manager - Account No. 463 (GSA) (pp 12-13) In response to question, City Manager Fales advised that because of increasing work loads, funds are allocated for part-time assistance . Mr. Fales remarked that, for example, it is not efficient to use the time of secre- taries and the machine operator to substitute on the switchboard when they could make better and more eco- nomical use of their time in the jobs which they were hired to do. City Manager - Account No. 570 (Community Promotion) (pp 14-15) rime Discussion concerned whether funds should be allocated to the Peninsula Celebration Association for the Bi- centennial Celebration and the Miss Redwood City Pageant. MOTION: Councilman Henderson moved, seconded by Council- man Norris, to include in the budget an allocation for the Bicentennial Celebration that would be transferred out of the Revenue Sharing allocations presently for library audio-visual equipment in an amount not to ex- ceed $3,000, and that before any disbursement is made, the Council will have an opportunity to review the entire budget for the Bicentennial. Discussion followed and staff responded to questions concerning the desirability of designating the library program as the source of the proposed $3,000 contribu- tion and the desirability of establishing a Bicentennial project with long lasting value . Pete Hughes, PCA, reminded Council that the PCA was designated in 1973 as the Bicentennial Coordinating ,,.,. Committee and advised that an active committee is work- ing on the project now. Mr. Hughes urged that $5,000 City contribution be included in the 1975-1976 Budget as requested by PCA. Citizens commented on the desirability of holding a Bicentennial Celebration and suggested types of projects which might meet with their particular approval. -3- Budget Study 5/10/75
