362 <br /> City Manager - Account No. 570 (continued) <br /> CHANGE OF MOTION: Councilman Henderson, with the con- <br /> sent of her second, changed her motion to read as <br /> follows : to include in the Annual Budget <br /> rC1975-1976n <br /> an allocation of $3,000 for the Bicentennial irm <br /> activities of the Peninsula Celebration Association and <br /> that the Council will have an opportunity to review the , . <br /> entire budget for the Bicentennial Celebration. <br /> The motion as changed carried unanimously by voice vote. <br /> Citizen, Sussex Way, suggested Council should be making <br /> budget cuts. <br /> Citizen, suggested increased citizen contribution should <br /> be made to the Celebration. <br /> Steve Doyle, inquired as to the total amount being bud- <br /> geted for the Bicentennial. It was explained that no <br /> allocation was made to PCA and that the total amount to <br /> be allocated is now $3,000. <br /> Mrs. Zuma Francis, <br /> andsuggested <br /> a partyeiseiniorderCelebration <br /> would create jobs <br /> nation' s 200th birthday. <br /> Mr. Hughes (see above) advised that good use will be <br /> made of the $3,000 just allocated for the Bicentennial; <br /> that a report on the Bicentennial project will be made <br /> to Council;. and requested that tosthentype <br /> for the subject account inc lude a <br /> of activity anticipated by the Bicentennial. <br /> MOTION: Councilman Norris <br /> Leipzig, to add the following to <br /> appearing on page 14 : "and to promote belief, interest <br /> and participation in the institutions and heritage of <br /> our community. " <br /> The motion carried unanimously by voice vote. <br /> MOTION: Councilman Rhodes moved that publication of the <br /> quarterly newsletter be discontinued at a saving of <br /> $15,600. <br /> The motion failed for lack of a second. <br /> Lengthy discussion followed and Council and citizens <br /> commented concerning the value of the newsletter; <br /> whether it is widely read; the fact that it accompanies <br /> the City Recreation Schedule twice a year and enrollment <br /> in recreation programs indicates rather heavy readership; <br /> the possibility of printing the newsletter in a newspaper <br /> at City expense; the possibility of publishing fewer <br /> mom <br /> editions of the newsletter; the previous desire of the <br /> Council to establish communication with all citizens <br /> through a newsletter; the possibility of avoiding postage <br /> charges by distributing the newsletter through the <br /> libraries; the difficulty for many older persons to get <br /> out to pick up a newsletter; the possibility that pub- <br /> lishing the newsletter monthly might make it more timely; <br /> -4- <br /> 1 <br /> Budget <br /> Study <br /> 5/10/75 <br />
