387
Buildings and Transportation - Account No. 790
(continued)
the costs involved would be added to the County budget.
Mr. Fales explained that those funds are derived from
Gas Tax revenues which must be used for public trans-
portation systems; that none of the money related to a
ibmig transit system in the County is property tax money.
MOTION : Councilman Henderson moved, seconded by Council-
man Barrett, to approve Account No. 790.
The motion carried unanimously by voice vote.
(Council recessed from 11 :15 a.m. to 1 :15 p.m
following which the meeting resumed with Mayor
Weymouth presiding)
Police Protection - Account No. 510 (pp 46-48)
City Manager Fales briefly reviewed the over all activi-
ties of the Department) noting that the process is con-
tinuing of adding clerical staffing to relieve uniformed
officers from clerical duties. Also recommended is the
addition of two motorcycle units and two hand held radar
units for traffic enforcement. Mr. Fales commented on
a pending bill in the Legislature, SB 189, which would
severely restrict the ability of cities to recover fines
••. and forfeitures, which have traditionally be used for
traffic enforcement, but would be diverted to other pro-
writ grams other than traffic safety and traffic enforcement.
Adoption of the legislation would have a serious effect
on those offsetting revenues.
Counci___man Henderson advised in response to question by
a citizen that the author of the bill was Senator Roberti,
Orange County.
Discussion continued regarding the Police Youth Club and
the history of its organization some years ago, in which
it began under the sponsorship of the Police Department,
utilizing volunteer Police personnel, then more recently
under the Parks and Recreation Department. It is now
recommended to return the program to the Police Depart-
ment since it is considered to be a crime prevention
activity, rather than recreational. It was noted that
other than a small subsidy, the Club is supported mainly
by community contribution. City Manager Fales advised
in response to question from Council that it might well
qualify for funding under Revenue Sharing.
MOTION: Councilman Norris moved, seconded by Councilman
.•• Barrett , to delete from the budget $12,488 for Police
Youth Club assistance, if the program can be supported
from Revenue Sharing Funds.
The motion failed on the following roll call vote :
Ayes : Councilmen Barrett, Norris, Rhodes
Noes : Councilmen Henderson, Leipzig, Williams,
Mayor Weymouth
-7-
Budget
Study
5/17/75
