387 <br /> Buildings and Transportation - Account No. 790 <br /> (continued) <br /> the costs involved would be added to the County budget. <br /> Mr. Fales explained that those funds are derived from <br /> Gas Tax revenues which must be used for public trans- <br /> portation systems; that none of the money related to a <br /> ibmig transit system in the County is property tax money. <br /> MOTION : Councilman Henderson moved, seconded by Council- <br /> man Barrett, to approve Account No. 790. <br /> The motion carried unanimously by voice vote. <br /> (Council recessed from 11 :15 a.m. to 1 :15 p.m <br /> following which the meeting resumed with Mayor <br /> Weymouth presiding) <br /> Police Protection - Account No. 510 (pp 46-48) <br /> City Manager Fales briefly reviewed the over all activi- <br /> ties of the Department) noting that the process is con- <br /> tinuing of adding clerical staffing to relieve uniformed <br /> officers from clerical duties. Also recommended is the <br /> addition of two motorcycle units and two hand held radar <br /> units for traffic enforcement. Mr. Fales commented on <br /> a pending bill in the Legislature, SB 189, which would <br /> severely restrict the ability of cities to recover fines <br /> �••. and forfeitures, which have traditionally be used for <br /> traffic enforcement, but would be diverted to other pro- <br /> writ grams other than traffic safety and traffic enforcement. <br /> Adoption of the legislation would have a serious effect <br /> on those offsetting revenues. <br /> Counci___man Henderson advised in response to question by <br /> a citizen that the author of the bill was Senator Roberti, <br /> Orange County. <br /> Discussion continued regarding the Police Youth Club and <br /> the history of its organization some years ago, in which <br /> it began under the sponsorship of the Police Department, <br /> utilizing volunteer Police personnel, then more recently <br /> under the Parks and Recreation Department. It is now <br /> recommended to return the program to the Police Depart- <br /> ment since it is considered to be a crime prevention <br /> activity, rather than recreational. It was noted that <br /> other than a small subsidy, the Club is supported mainly <br /> by community contribution. City Manager Fales advised <br /> in response to question from Council that it might well <br /> qualify for funding under Revenue Sharing. <br /> MOTION: Councilman Norris moved, seconded by Councilman <br /> �.•• Barrett , to delete from the budget $12,488 for Police <br /> Youth Club assistance, if the program can be supported <br /> from Revenue Sharing Funds. <br /> The motion failed on the following roll call vote : <br /> Ayes : Councilmen Barrett, Norris, Rhodes <br /> Noes : Councilmen Henderson, Leipzig, Williams, <br /> Mayor Weymouth <br /> -7- <br /> Budget <br /> Study <br /> 5/17/75 <br />
