388 <br /> Police Protection - Account No. 510 (continued) <br /> Police Chief Bold and City Manager Fales commented <br /> briefly in response to questions, indicating that most <br /> of the activities are not available through the Park and <br /> omit <br /> Recreation Department, and include boxing, wrestling <br /> and the like; that some of its programs are of a more <br /> specialized nature than those offered by Park and <br /> Recreation, such as the drum and bugle corps. <br /> Citizens speaking in support of continuing the Police <br /> Youth Club indicated their children were involved, and <br /> that certain segments of the Club are self-supporting; <br /> that while some financial assistance is requested, there <br /> is a great deal of volunteer effort given. <br /> It was pointed out by Mr. Pales that the Director of the <br /> Club is not a City employee . Council generally spoke <br /> in favor of continuation of support for the Club, and <br /> thought it qualified for Revenue Sharing Funds. <br /> Mr. Chichester (see above) referred to his letter of <br /> May 14, 1975 to the Council in which he proposes elimi- <br /> nation of the Police Department, its services to be <br /> provided instead by the County Sheriff Department, as <br /> a means of reducing the City budget. <br /> An alternative suggested by Council was elimination from <br /> the budget of the proposal to increase the motorcycle <br /> team to four men for traffic enforcement. In the en- ^*� <br /> suing discussion, Mr. Pales advised that the team would <br /> be involved in improving traffic enforcement necessitated <br /> by the State-mandated validated traffic survey based <br /> upon the speeds at which 85% of the motorists drive, in <br /> order that radar can be used for traffic enforcement. <br /> He advised that a judge hearing a traffic case will not <br /> consider the posted speed limit, but only the validated <br /> speed survey. The presence of motorcycle officers on <br /> the street would have the effect of causing drivers to <br /> be more observant of posted speed limits. <br /> City Manager Pales commented briefly on the 911 program <br /> in response to question by Council, advising that he <br /> did not believe this would be a factor in the current <br /> budget, and that the State law that required implemen- <br /> tation also provided that for every year that the State <br /> does not allocate the funds the program would be put off. <br /> MOTION: Councilman Rhodes moved, seconded by Councilman <br /> • Barrett, to approve Account No. 510 as submitted. <br /> A citizen inquired whether the proposal to enlarge the <br /> traffic enforcement team by two units would be a one- <br /> time expenditure, and was advised by Mayor Weymouth that m. <br /> the first year cost wou.l be approximately $50,253, with <br /> $12 ,345 of that to be non-recurrThg.
