He also reviewed the current <br /> status of the HUD-701 funded Human Resources and Manage- <br /> ment Information System Plan which will eventually be <br /> used as a basis for a proposed social element of the <br /> General Plan. A brief discussion followed, during which <br /> a reduction in personnel was proposed. <br /> MOTION : Councilman Norris moved, seconded by Councilman <br /> Rhodes, to eliminate one Planner I position. <br /> During the discussion which followed, Mr. Fales advised <br /> that the existing staff is needed, particularly in view <br /> of neessity to review environmental impact reports re- <br /> quire:: by law, and eliminates the necessity to contract <br /> for outside services to meet the requirements. <br /> The motion failed on the following roll call vote : <br /> Ayes : Councilmen Norris, Rhodes <br /> Noes : Councilmen Barrett, Henderson, Leipzig, <br /> Williams, Mayor Weymouth <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Barrett, to approve Account No. 560 as submitted. <br /> The motion carried by majority voice vote, Councilman <br /> ( Norris and Rhodes voting "No. ' <br /> -10- <br /> Budget <br /> Study <br /> 5/17/75 <br />
