406. <br /> Library — Account No. 760 (continued) <br /> In response to question, Mr. Fales commented on the <br /> lawsuit encountered by the City of Atlanta when they <br /> attempted to use Revenue Sharing funds to reduce the <br /> tax rate, noting that such use of the funds is not <br /> permitted. Mr. Fales also observed that use of the <br /> funds for capital expenditures is most desirable as ...P.r <br /> there is no assurance of the continuity of the funds, <br /> and it is not desirable to establish programs which may <br /> not be funded in the future. <br /> In response to question whether there is any possibility <br /> of a needed change in the entire tax structure, Council- <br /> man Henderson advised of the attempts of cities to <br /> obtain tax reform at state and federal levels, noting <br /> that much depends on action of Congress. <br /> MOTION: Councilman Williams moved, seconded by Council- <br /> ' man Leipzig, to approve Account No. 760 with the under- <br /> standing that any Revenue Sharing items will be reviewed <br /> during consideration of Revenue Sharing next week. <br /> Mr. Katshen (see above) questioned whether the Library <br /> is essential to the City. It was pointed out that a <br /> community decides such values through the people they <br /> have elected as representatives over the years, and City <br /> Librarian Vollmayer .noted that a library is usually con- <br /> sidered the center of the intellectual life of a city <br /> and its development depends on the needs of the particu- <br /> lar community. <br /> Imo <br /> The motion carried unanimously by voice vote. <br /> General Comments <br /> MOTION: Councilman Norris moved that information be <br /> provided at the next study session on Red Morton Commu- <br /> nity Park, the Civic Center development, and Middle- <br /> field Road plans. <br /> Mayor Weymouth advised that the motion is not necessary <br /> as City Manager Fales has advised he would provide the <br /> information. Mr. Fales invited Council members to call <br /> him or the City Controller with any questions they may <br /> have so that information may be provided at the next <br /> study session. <br /> Ron Soucy (see above) inquired about the "0" balance <br /> shown on page 93 for "Other City Funds" . City Controller <br /> Ference advised that a typographical error is involved, <br /> and the figure should be $74,000." <br /> Adjournment <br /> MOTION: Councilman Norris moved, seconded by Councilman <br /> Leipzig, that the meeting be adjourned until Monday, <br /> June 2, 1975 at 1:00 p.m. in the Community Activities <br /> Building when Council will meet in executive session to <br /> interview applicants for appointment to City boards and <br /> Commissions . <br /> -13- <br /> P <br /> Budget <br /> Study <br /> 5/31/75 <br />
