405 <br /> MOTION: Councilman Henderson moved, seconded by <br /> Councilman Norris, to continue Accounts Nos. 701, 710, <br /> 730, and 750 all relating to Parks and Recreation pend- <br /> ing receipt of a staff report. <br /> Mr. Katshen (see above) urged a 30-40% cut in the Parks <br /> and Recreation budget. <br /> Irmo <br /> Ken Aldrich (see above) inquired about the extent to <br /> which fees cover programs . <br /> Mr. Fales advised that many programs are totally self- <br /> supporting, such as dancing, karate, etc. , and that <br /> after-school recreation costs come from the General Fund. <br /> Glenn Behm, 1657 Alameda, inquired concerning maintenance <br /> • <br /> of playing fields . Mr. Fales advised that the City has <br /> maintained the school fields they use, but having just <br /> learned of Superintendent Wilson' s offer, he would like <br /> to pursue it. <br /> The motion carried unanimously by voice vote. <br /> Library - Account No. 760 (pp 90-92) <br /> City Manager Fales advised that the proposed Budget is <br /> essentially the same as last year' s with provision for <br /> refurbishment of the Children' s Room, audio-visual <br /> material and the bookmobile coming from Revenue Sharing <br /> .�.. <br /> Funds. <br /> • MOTION: Councilman Henderson moved, seconded by Council- <br /> .Y:. man Rhodes, to exclude $7,136 for refurbishment of the <br /> Children' s Room from the Library budget, with $3,000 of <br /> that amount to be used for the City' s contribution to <br /> the Bicentennial Program and the remaining $4,136 return- <br /> ed to the Revenue Sharing Fund for other uses. <br /> City Controller Ference referred to page 101 of the <br /> Budget listing the permitted uses for Revenue Sharing <br /> funds and observed that use of such funds for the <br /> Bicentennial program would not seem to be a permitted <br /> use. <br /> MOTION WITHDRAWN: Councilman Henderson, with the consent <br /> of her second, withdrew her motion. <br /> In response to question, Mr. Fales referred to page 101 <br /> of the Budget and described Revenue Sharing programs, the <br /> source of the funds and their permitted uses. Council- <br /> man Henderson, who serves on the Revenue Sharing Commit- <br /> tee of the National League of Cities, also commented on <br /> the need for continuing the Revenue Sharing program and <br /> urged citizens to express their concern for it by writ- <br /> "^ ing their representatives in Washington. Councilman <br /> Henderson advised that Redwood City is unique in having <br /> w.., both Congressmen Ryan and McCloskey on the Governmental <br /> Operations Committee, of which Revenue Sharing is a <br /> subcommittee. <br /> -12- <br /> Budget <br /> Study <br /> 5/31/75 <br />
