3 <br /> Parks and Recreation (continued) <br /> that in the future maintenance will be assigned <br /> to existing crews working in the area. <br /> Discussion followed concerning the labor union <br /> standards which limit duties which may be assigned <br /> to certain personnel; the prospective "uglification" <br /> of the urban environment because of the adverse <br /> effect of significantly reduced park maintenance; <br /> and the need to maintain the successful efforts <br /> toward City beautification. <br /> Citizen, 639 Upland, stated he is unfamiliar <br /> with the Budget and City government and suggested <br /> that subcontractors might handle the City work and <br /> a task force of citizens could be appointed to re- <br /> view each item of the Budget. Mayor Weymouth ad- <br /> vised that the City Council is the group of citizens <br /> elected by the people and specifically charged with <br /> review of the City Budget. <br /> Council and staff described the entire budget pro- <br /> cess, observing that the City Manager and the de- <br /> partment heads are all professionals who prepare <br /> the Budget and submit it to Council after much <br /> expert consideration, and Council reviews it from <br /> the point of view of implementing policy. <br /> Mr. Tepley (see above) suggested that in a depres- <br /> Sion, standards for maintenance have to drop. <br /> Rudolph Luca (see above) stated he is a union <br /> member; and commented regarding bargaining with <br /> regard to possible overstaffing. <br /> A citizen called attention to the statement regard- <br /> ing the truck and four-man crew, noting that it is <br /> impossible to know from a brief observation and no <br /> knowledge of the situation whether any overstaffing <br /> was involved or what the circumstances might have <br /> been. <br /> The motion failed on the following roll call vote : <br /> Ayes : Councilmen Norris, Rhodes <br /> Noes : Councilmen Barrett, Henderson, Leipzig, <br /> Williams and Mayor Weymouth <br /> City Manager Pales advised that it might take less time <br /> in the long run if he were to read each item submitted <br /> for possible reduction of budget and service by the <br /> Director of Parks and Recreation, since members of the <br /> audience do not have a copy of the report. Mr. Pales <br /> observed that such reading would also be educational <br /> from the point of view of describing the services pro- <br /> vided by the City. <br /> -3- <br /> Budge t <br /> Study <br /> 6/7/75 <br />
