2 <br /> Parks and Recreation (continued) <br /> students, and the fact that heavy use of the parks <br /> in summer requires additional maintenance . <br /> Rudolph Luca, 820 Vera, suggested that since the <br /> parttime maintenance personnel are mostly students, <br /> the jobs could be eliminated, since they do not <br /> have families to support. <br /> MOTION: Councilman Rhodes moved that maintenance <br /> of the landscaping of Fair Oaks Community Center <br /> be transferred to the Center with a saving of <br /> $3,677. <br /> Mr. Fales advised that landscaping maintenance of <br /> the Center grounds is considered part of general <br /> park maintenance, but no saving would be involved <br /> if the same amount were charged to the Center, <br /> since the funds would have to come from the same <br /> place . <br /> The motion died for lack of a second. <br /> Parkways, Island, Medians and Circles Maintenance <br /> City Manager Pales referred to the subject part of <br /> the June 2, 1975 report, observing that if the two- <br /> man crew which maintains islands, circles and medians <br /> throughout the City were eliminated, a minimum of <br /> maintenance might be done by existing roving park <br /> crews with a significant reduction in the mainte- <br /> nance standards, not only of the subject locations, <br /> but also of the parks the crews are presently <br /> maintaining. <br /> MOTION : Councilman Norris moved, seconded by Coun- <br /> cilman Rhodes, to eliminate the two-man crew handling <br /> maintenance of parkways, islands and circles and that <br /> maintenance be made a part of the duties of the <br /> roving park crews at a savings of $47,020 . <br /> Director of Parks and Recreation Weeks advised that <br /> the estimated amount of savings is too large as it <br /> includes time of equipment operators who occasion- <br /> ally assist, and supervisory time . It was noted <br /> that probable saving would be about $29,000 <br /> Alice Ogden, 696 Arlington Road, reported she re- <br /> cently saw a parked City truck with two workmen <br /> sitting in it and two outside, suggesting an excess <br /> of personnel being used to do the job. It was sug- <br /> gested more would have to be known about the circum- <br /> stances than a brief observation. <br /> M. L. Tepley, 731 Canyon Road, asked if maintenance <br /> of Downtown is included also. Mr. Pales explained <br /> that there is nothing in the Budget this year for <br /> landscaping maintenance in the Downtown Improvement <br /> District and that provision for landscaping is in- <br /> cluded in the total project, with the expectation <br /> -2- <br /> Budget , <br /> Study <br /> Session <br /> 6/7/76 <br />
