23 <br /> Revenue Sharing - Requests for Funds (continued) <br /> MOTION : Councilman Henderson moved, seconded by Council- <br /> man Norris, to include $500 of Revenue Sharing funds in <br /> the City budget to assist the Emergency Hunger Fund. <br /> II MOTION AMENDED : Councilman Barrett moved, seconded by <br /> Norris, to amend the motion to include the full requested <br /> $2,000, with the understanding that the total amount of <br /> money will be used to provide emergency food relief <br /> going directly to the people in need, and not for ad- <br /> ministrative uses . <br /> Mrs. Spillers, Emergency Hunger Fund, thanked the Council <br /> and explained that there are no administrative costs as <br /> all work is done by volunteers. In answer to question <br /> as to why the people in need can 't receive help from <br /> the County welfare agency, Mrs . Spiller said that it <br /> takes several days for the welfare agency to be able <br /> to help, and the people her organization deals with <br /> are those who need help immediately. <br /> Councilman Henderson commended Mrs . Spillers for the <br /> great contribution to the community her organization <br /> has made . <br /> The motion carried unanimously by roll call vote. <br /> Citizen, La Escuela Cuauhtemoc, referred to their re- <br /> quest for Revenue Sharing funds, explaining that La <br /> Escuela Cuauhtemoc is a bi-lingual pre-school and their <br /> work is done in the homes . He stated that the govern- <br /> ment has said "find local support, " and they are asking <br /> the City for 65% of the total needed funding. <br /> Discussion followed regarding the 701 grant to finance <br /> a study to determine if such programs overlap, noting <br /> that the Community Education Center covers the same <br /> function. <br /> Representative, Redwood City School District, referred <br /> to their request for Revenue Sharing funds in the amount <br /> of $100,000. He said the intent of the proposal is to <br /> leave an imprint of the problem in the School District <br /> observing that one area in need of funds being trans- <br /> portation. <br /> City Manager Fales advised that public education may not <br /> be one of the areas of legal expenditures of Revenue <br /> Sharing funds and he would ask the City Attorney for a <br /> written opinion on the matter. <br /> Mrs. Diane Walters (see above) suggested there is a need <br /> to help the school district with regard to providing <br /> transportation for school children, noting that the <br /> streets are too dangerous for the small children. She <br /> referred to her attempt to convince the City Manager to <br /> set up a program so school children could ride the muni <br /> buses at a much reduced fare . City Manager Fales advised <br /> that his office has talked to Mrs . Walters and advised <br /> her that the City is in the process of turning the bus <br /> -23- <br /> Budget <br /> 6/7/75 <br />
