73 <br /> Plans, specifications and call for bids - <br /> street striper <br /> City Manager Fales referred to his report of July 1l ln75 <br /> regarding the sub ]eot street striper and observing that <br /> it is intended to replace the existing 23-year old equip- <br /> ment and will be purchased with Revenue Sharing funds . <br /> MOTION : Title having been read, Councilman Norris in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Barrett, its adoption . <br /> RESOLUTION NO . 7442 APPROVING SPECIFICATIONS FOR <br /> THE FURNISHING OF ONE HEATED AIRLESS STRIPING <br /> MACHINE AND SEQUENCING CHEVRON SIGN BOARD, AND <br /> AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR <br /> In response to question with regard to the inclusion in <br /> the proposed resolution of the phrase stating the Council <br /> has reviewed the specifications, although most Council <br /> members have not had the opportunity to do so, City <br /> Attorney Schricker advised that Council members have <br /> the responsibility to review the specifications . Mr. <br /> Schricker acknowledged that Council members are unlikely <br /> to have the expertise required to review all technical <br /> details, but noted that changes among specifications <br /> generally are usually minimal and can be reviewed to <br /> the extent possible . <br /> Discussion followed concerning the fact that specifica- <br /> tions are placed in the Council study for too brief a <br /> period before Council meetings , whether or not the con- <br /> siderable expense of reproducing sets of specifications <br /> for each Council member can be justified , the possibility <br /> of being advised in advance of items which require review <br /> so that the material can be placed in the Council study <br /> for a longer review period ; the lack of technical quali- <br /> fications of most Council members; and the undesirability <br /> of making an untrue statement with regard to review of <br /> specifications. <br /> It was the consensus of Council to delete "has reviewed <br /> same and" from the second paragraph of the proposed <br /> resolution. (memo 7/15/75) <br /> The resolution was then adopted unanimously by roll call <br /> vote . <br /> Rejection of bids , call for bids - <br /> replacement equipment (five trucks) <br /> City Manager Pales referred to his report of July 11, 1975 <br /> regarding the subject replacement equipment and attaching <br /> ' report from the Acting Director of Buildings and Trans- <br /> portation dated July 2. <br /> In response to question, Director of Buildings and Trans- <br /> portation Balsamo advised that it would be possible to <br /> purchase one model truck without going to bid, but it <br /> was included with the other four trucks in the total bid <br /> -5- <br /> Reg.Mtg. <br /> 7/14/75 <br />
