73 Plans, specifications and call for bids - street striper City Manager Fales referred to his report of July 1l ln75 regarding the sub ]eot street striper and observing that it is intended to replace the existing 23-year old equip- ment and will be purchased with Revenue Sharing funds . MOTION : Title having been read, Councilman Norris in- troduced the following resolution and moved, seconded by Councilman Barrett, its adoption . RESOLUTION NO . 7442 APPROVING SPECIFICATIONS FOR THE FURNISHING OF ONE HEATED AIRLESS STRIPING MACHINE AND SEQUENCING CHEVRON SIGN BOARD, AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR In response to question with regard to the inclusion in the proposed resolution of the phrase stating the Council has reviewed the specifications, although most Council members have not had the opportunity to do so, City Attorney Schricker advised that Council members have the responsibility to review the specifications . Mr. Schricker acknowledged that Council members are unlikely to have the expertise required to review all technical details, but noted that changes among specifications generally are usually minimal and can be reviewed to the extent possible . Discussion followed concerning the fact that specifica- tions are placed in the Council study for too brief a period before Council meetings , whether or not the con- siderable expense of reproducing sets of specifications for each Council member can be justified , the possibility of being advised in advance of items which require review so that the material can be placed in the Council study for a longer review period ; the lack of technical quali- fications of most Council members; and the undesirability of making an untrue statement with regard to review of specifications. It was the consensus of Council to delete "has reviewed same and" from the second paragraph of the proposed resolution. (memo 7/15/75) The resolution was then adopted unanimously by roll call vote . Rejection of bids , call for bids - replacement equipment (five trucks) City Manager Pales referred to his report of July 11, 1975 regarding the subject replacement equipment and attaching ' report from the Acting Director of Buildings and Trans- portation dated July 2. In response to question, Director of Buildings and Trans- portation Balsamo advised that it would be possible to purchase one model truck without going to bid, but it was included with the other four trucks in the total bid -5- Reg.Mtg. 7/14/75
