103 <br /> Market Study of GID No. 1-64 <br /> (Marshall and Stevens Incorporated) <br /> Assistant City Manager Smith referred to his report of <br /> August 8, 1975 regarding the subject proposed study <br /> attaching a report from the City Controller dated <br /> August 8 and a proposal from Marshall and Stevens <br /> dated July 25, 1975. <br /> Claude De Moss, 420 Jackson, inquired as to why the <br /> proposal was solicited from a Los Angeles based firm, <br /> suggesting there are qualified local appraisers who <br /> could have submitted bids. Mr. Smith explained that <br /> Marshall and Stevens have been the appraisers for <br /> GID No. 1-64 since its inception, and City Attorney <br /> Schricker advised that it is not customary for profes- <br /> sionals to submit bids on personal services agreements <br /> and that many intangibles are involved in selecting <br /> those to be invited to submit proposals. <br /> City Controller Ference further advised that Marshall <br /> and Stevens are a firm with a national reputation which <br /> is essential where the sale of bonds is involved; that <br /> they have developed a wealth of information in their <br /> years as appraisers for GID No. 1-64; and that certain <br /> tax information is required annually which cannot be <br /> obtained from the County Assessor. <br /> Mr. Schricker also pointed out that when appraisers are <br /> required for certain assignments related to the activi- <br /> ties of the Office of the City Attorney, local appraisers <br /> are usually employed . <br /> Council comment was made concerning the continual review <br /> of the services of Marshall and Stevens and the possible <br /> desirability of Council reviewing the proposed revisions <br /> for the Redwood Shores General Plan prior to the com- <br /> mencement of any market study. <br /> AMENDMENT TO AGREEMENT : Councilman Henderson requested <br /> that the proposed agreement include provision for the <br /> furnishing of 25 copies of the Marshall and Stevens <br /> market study rather than the five copies referred to in <br /> paragraph 2., since there are seven Council members, and <br /> it is to be expected staff and some affected members of <br /> the public will wish to review the report also. <br /> MOTION: Title having been read, Councilman Leipzig in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Barrett, its adoption with the provision <br /> that 25 copies of the completed report be furnished by <br /> Marshall and Stevens : <br /> RESOLUTION NO. 7468 APPROVING AND AUTHORIZING EXE- <br /> CUTION OF AGREEMENT FOR CONSULTING•SERVICES <br /> (MARKET ABSORPTION STUDY - GID NO.
