CHANGE OF PRESIDING OFFICER For the purpose of seconding the motion of Councilman Barrett, Vice Mayor Williams relinquished the Chair to Councilman Rhodes. Discussion followed and Mr Fales, Mr Schricker and Mr Schroeter replied to questions concerning the right of the property owner to make use of his property in a manner compatible with other de- velopment in the area, whether it is the desire of nearby residents to prevent development of the property, the type of residential use of nearby property, procedures with regard to Planning Commis- sion jurisdiction in approving Tentative Maps, the requirements with regard to what may be considered by Council in approving Final Maps, the need for justification for any exceptions, the fact that the City has some cul de sacs longer than the one pro- posed and that the Fire Department has reviewed and approved the proposed cul de sac, and the previously stated desires of nearby residents for development of conventional houses and lots on the subject property SECOND WITHDRAWN Vice Mayor Williams withdrew his second of the motion, stating that he would prefer the matter be considered by more than four members of the Council in order that a fair de- cision may be made based on the vote of a majority The motion then died for lack of a second. MOTION Councilman Barrett moved, seconded by Vice Mayor Williams, that consideration of the application for exception to certain pro- visions of the Subdivision Ordinance for property at 1792 Valota Road owned by Hagen Construction Company be continued until October 6, 1975. The motion carried unanimously by voice vote RETURN OF PRESIDING OFFICER Vice Mayor Williams then returned to the Chair (The Council recessed from 8 45 to 8 55 p m ) Planning Commission report re Solid Waste Management Plan City Manager Fales referred to the Planning Commission report of September 18, 1975 transmitting their recommendations on the Pre- liminary Report of Solid Waste Management Plan for San Mateo County prepared by the County Engineering and Road Department in collabora- tion with the San Mateo County Solid Waste Advisory Committee. Mr. Fales described the Committee and outlined the requirement with re- gard to review and approval of the Plan by the Planning Commissions and City Councils in the County. Mr. Fales advised that when approvals are complete, the Plan will go to Sacramento as the San Mateo County Plan. Vice Mayor Williams, Redwood City representative on the Committee, stated that the Committee should reply to questions brought up by the Planning Commission in their report and observed that the Com- mittee has already set up two public meetings for the purpose of hearing from cities in the County -5- Reg Mtg 9/22/75
