18j that the County is aware of the situation, and the desirability of proceeding with the Plan now and not disturbing already approved grants or existing relationships regarding permits ' In response to question regarding increased capacity if the agency is prepared to pay 100% of the cost and will not require a federal grant, Mr Fales stated that such increased capacity may be allowed, provided it is determined by the proper federal agency to be "justifiable infill " MOTION Title having been read, Councilman Williams introduced the following resolution and moved, seconded by Councilman Leipzig, its adoption RESOLUTION NO 7509 APPROVING AND AUTHORIZING EXECUTION OF JOINT EXERCISE OF POWERS AGREEMENT ESTABLISHING THE SOUTH BAYSIDE SYSTEM AUTHORITY The resolution was adopted unanimously by roll call vote Mr Fales advised that adoption of a Uniform Wastewater Treatment Ordinance by all agencies involved is required under the federal grant and reported that all such agencies have adopted the ordinance Councilman Norris requested that the City Manager provide for use by Council members in discussing the SBSA with constituents a fact sheet containing information on cost of the facility, allocation, both grant fundable capacity and 100% buy-in capacity of the new plant, and any other information staff may consider useful on the subject. (Memo 11/4/75) City Attorney Schricker advised that the proposed Uniform Ordinance is not subject to public hearing, but that all major industrial users have attended meetings on the subject. Mr Schricker recom- mended that Council invite comment from anyone wishing to speak at this time. Mayor Weymouth invited anyone present who wished to speak to do so No one present wished to speak. MOTION Title having been read, Councilman Henderson introduced the following ordinance and moved, seconded by Councilman Norris, its approval for first reading ORDINANCE REPEALING CHAPTER 27 OF, AND ADDING CHAPTER 27 TO, THE CODE OF THE CITY OF REDWOOD CITY, ESTABLISHING REGULATIONS AND AUTHORIZING THE IMPOSITION OF FEES RELATING TO THE USE OF SANITARY SEWERAGE AND STORM WATER DRAINAGE FACILITIES The ordinance was approved for first reading unanimously by voice vote Councilman Henderson reported that she has been asked by the National League of Cities to testify at a Housing and Urban Development hear- ing on growth policy soon and advised that it is her intention to include in her testimony comment on the de facto policies -6- Reg Mtg 11/3/75
