Y80 <br /> MOTION Councilman Williams moved, seconded by Councilman Henderson, <br /> to close the public hearing. <br /> The motion carried unanimously by voice vote <br /> The public hearing closed at 8:43 p.m. <br /> MOTION: Title having been read, Councilman Henderson introduced <br /> the following resolution and moved, seconded by Councilman Rhodes, <br /> its- adoption. <br /> RESOLUTION NO. 7508 ORDERING STREET SUPERINTENDENT TO <br /> ABATE WEEDS, DIRT, RUBBISH AND RANK GROWTH <br /> The resolution was adopted unanimously by roll call vote. <br /> Substitution of South Bayside System Authority (SBSA) <br /> for Strategic Consolidation Sewerage Plan (SCSP) <br /> City Manager Fales referred to his report of October 31 , 1975 re- <br /> garding authorization to execute Joint Exercise of Powers Act <br /> Agreement re the formation of South Bayside System Authority and <br /> to his report of October 31 , 1975 regarding adoption of a Uniform <br /> Wastewater Treatment Ordinance. <br /> Mayor Weymouth was commended by Mr. Fales and by Council members for <br /> his service on the Strategic Consolidated Sewerage Plan Commission <br /> (SCSP) since that Commission was formed in 1968, and it was noted <br /> that the diligent efforts of the members of the Commission will <br /> soon result in the construction of a new subregional sewage treat- <br /> ment facility which will serve Redwood City, San Carlos, Belmont, <br /> and the Menlo Park Sanitary District. , <br /> In response to question regarding whether the same manager, attorney, <br /> controller and treasurer from the cities involved will continue to <br /> serve the new South Bayside System Authority (SBSA) , Mr Fales ad-- <br /> vised that a separate study relating to organization and personnel <br /> is being conducted. Mr. Fales stated that SBSA is expected to have <br /> about 25 employees when the plant is operating, and it must be de- <br /> termined what positions will need to be filled, although it is ex- <br /> pected a full-time manager will be required (NOTE. City Attorney <br /> Schricker later advised that the agreement provides that the <br /> Controller and Treasurer will be those from Redwood City as at <br /> present. ) <br /> Lengthy discussion followed and Mr. Fales, Mr Schricker and Director <br /> of Public Works Pusich commented and replied to questions regarding <br /> the quality of treatment anticipated, the capacity of the new plant, <br /> the fact that although the Clean Water Act required construction <br /> funded under the Act to provide for future needs, its implementation <br /> by the federal agencies involved has been to restrict provision for <br /> possible future needs, the extent to which the implementation of the <br /> Act has resulted in land use planning by the federal government in- <br /> stead of by the local agencies charged with responsibility for land <br /> use planning, the responsibility for violations and the means of <br /> monitoring violations, the fact that no capacity has been planned <br /> for Emerald Lake Hills beyond_that_for presently_existing needs and <br /> -5- <br /> Reg Mtg <br /> 11/3/75 <br />
