x194 <br /> Chairman Murphy, of the Planning Commission,commented briefly on the <br /> sequence of events in the process and the efforts of many that went <br /> into the many hourseoflcitizenoparticipationtandwnumerou>CPlanningrCommission9 <br /> meetings <br /> In the introductory discussion between Council and Commission it <br /> was noted that the General Plan is intended to be a flexible guide- <br /> line, reflecting the philosophy of the community, and capable of con- <br /> tinuing adjustment. <br /> Planning Director Schroeter then offered a slide presentation com- <br /> paring old and new structures and development in Redwood City, <br /> particularly with respect to the downtown area <br /> In the discussion of the proposed General Plan which followed, Com- <br /> missioners responded to comments and questions by Council , including <br /> conclusions reached regarding whether or not it is the responsibility <br /> of the City or the developer/owner to assume the costs for setting <br /> aside open space <br /> City Manager Fales noted that the State provides to cities, under <br /> the Subdivision Map Act, authorizing legislation by which cities may <br /> enact, by ordinance, the requirement that a subdivider must dedicate <br /> as part of a subdivision a ratio of open space per acreage for <br /> neighborhood park purposes He emphasized that this law applies <br /> only with respect to neighborhood parks, not to community parks <br /> Councilman Henderson stated for the record that the Land Use Task <br /> Force did make the recommendation that new developments be required <br /> to contribute to park land, believing not to do so levied an unjust <br /> made their term already <br /> In response to comment by Council regarding an apparent tendency <br /> for some of the wording to be somewhat tentative or indefinite, the <br /> Commission indicated that this came about because they were concerned <br /> that use of definite terms, such as "require" or "shall" used in the <br /> Task Force phase,, might conflict with law, and the Commission there- <br /> fore softened the language.
