x95 <br /> (The Council and Commission recessed from 9.00 to 9 10 p m. ) <br /> Discussion resumed beginning with a question concerning the designa- <br /> tion of "public facilities," which Mr Schroeter indicated was part <br /> of a list of plans that were not mandatory, but would be desirable, <br /> ' and included items such as historic preservation, public facilities, <br /> social concerns, economic' redevelopment, and others He advised <br /> that an historic preservation draft has been prepared Mr Schroeter <br /> also provided the definition of "quality" as intended, where it is <br /> used in several instances in the text <br /> Attention was called to a phrase, under Social Goals and Principles, <br /> to "recognize the human rights, personal dignity, and the ecology <br /> are as important as property rights," and it was the general con- <br /> sensus that the phrase expressed the essence of what the general <br /> plan should be <br /> Reference was made to the Council minutes for the public hearing on <br /> the Redwood Shores General Plan, and it was indicated the map would <br /> be amended to reflect the changes that were ordered. <br /> It was indicated by Council that a suggestion had been made to staff <br /> that subsequent to adoption of the proposed general plan in its <br /> finally approved form, there be a joint meeting of Council and the <br /> Commission to discuss tools that are available for utilization, such <br /> as the California Redevelopment Law and the Housing and Community <br /> Development Act, with respect to what the process involves and how <br /> it relates to the funding process <br /> In additional discussion, Council suggested that the next public <br /> hearing on the proposed General Plan be publicized to indicate that <br /> public testimony will be received It was indicated that staff and <br /> at least one member of the Commission will be present to respond to <br /> any questions for the forthcoming public hearing of the Council and <br /> any subsequent hearings, such as those proposed to be held on the <br /> individual elements. <br /> The matter of periodic revisions of the General Plan was discussed, <br /> and Chairman Murphy indicated that the Commission believed a pro- <br /> gram of revision at five-year intervals would be adequate. Mr <br /> Schroeter added that during their deliberations, it was also sug- <br /> gested that more citizen involvement would be desirable, and also <br /> that it was determined that possibly rather than revising the Plan <br /> on a rigid schedule, it might be simpler to make any revisions as <br /> they are discovered to be necessary During additional discussion <br /> by Council and Commission, it was also suggested that consideration <br /> had been given to annual review to determine what revision, if any, <br /> should be done - <br /> MOTION Councilman Williams moved, seconded by Councilman Henderson, <br /> to continue the public hearing to Monday, December 8, 1975, at 7.30 p m <br /> at which time public testimony will be received <br /> Mr Schroeter advised, in response to question by Council , that <br /> copies of the proposed General Plan are available to the public <br /> either at the City Library or the Planning Department <br /> The motion carried unanimously by voice vote <br /> -3- <br /> Ad,j Mtg <br /> w/Plng <br /> 11/11/75 <br />
