214 requested by staff that the matter be continued until December 15, to-allow time to complete negotiation`s MOTION• Councilman Leipzig moved, seconded by Councilman Henderson, to- continue the following public hearings to December 15, 1975 1 ) Annexation of Parkwood 101 ,' 2) Proposed Comprehensive General Plan, and 3) Application to amend the Zoning Map to rezone 80.4 acres of property from TP (Tidal Plain) District to CB (Central Business) District, 18.5 acres of property from TP District to PO (Professional Office) District; and 7 4 acres of property from TP District to R=2 (Residential-Duplex) District (Mobil Oil Estates (Redwood), Limited, Applicant) In- response to request by Council , it was indicated by Planning Director Schroeter and City Manager Fales that the General Plan revisions-would be put into final form after the Council has con- sidered'the Plan and instructed Staff as to the substantive changes, if any, to be made; at which time the non-substantive corrections involving grammatical ,. punctuation and typographical errors would be made, also. The motion carried unanimously by roll call vote. (MINUTE ORDER NO. 75-240) Vice,Mayor Williams advised that.there will be- no necessity for further-publication of notices of' the-hearings. Installation of Two-Way Stop Signs at Certain Locations City Manager Fales referred. tonhis- report of December 4, to which was attached a.report by the Director of Public Works dated November 13, 1975, recommending- placement of stop signs at specified- locations; and giving details regarding traffic problems, involved-and accident statistics-ar particular intersections. Mr Fales responded to questions by Council , indicating that al- though at present the number of intersections having no traffic controls is unknown, an inventory is being taken and eventually the information will be in the management information system data bank. Concern/ was expressed regarding the 85 percentile speed reported to be ,35`mph on Alameda which is residential and posted at 25 mph limit; but it was- suggested that with the additional radar-equipped motorcycle traffic unit, the percentile might be brought more in line with•the posted limit, as it has. on Jefferson Avenue. Councilman Henderson indicated that while it is important to place the stop signs, it would be desirable to try to reduce the 85 percentile speed, rather than trying to protect the intersections by use of additional stop signs Mr Fales assured Council, that Alameda, as well' as other streets, will receive increasing atten- tion by the radar units, but advised that the requested signs would provide an additional safety measure, whether or not there is-effective radar enforcement MOTION• Title having beeh read, Councilman Barrett introduced the following resolution and moved, seconded by Councilman Leipzig,, its adoption -2- Reg.Mtg. 12/8/75
