295 <br /> Civic Cultural Commission - new appointee <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Rhodes, to select Joyce Hiscox to be the youth <br /> o•• representative on the Civic Cultural Commission and <br /> that she be appointed to that presently vacant term <br /> which expires April 1978. <br /> too <br /> Mayor Weymouth thanked Miss Hiscox for applying for <br /> the appointment and observed that she is presently a <br /> Government Affairs Program student attending Sequoia <br /> High School. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER NO. 75-40) <br /> Mayor Weymouth congratulated Miss Hiscox and thanked <br /> her for her willingness to serve her community. <br /> Adjournment <br /> MOTION: Councilman Henderson moved that the Council <br /> adjourn to February 24, 1975. <br /> Upon advice that a member of the audience wished to <br /> speak, Councilman Henderson withdrew her motion. <br /> ■-- Oral Communications <br /> 1. Lawrence Johnson, 221 Inner Circle, described his <br /> problems with barking dogs in his neighborhood <br /> and the contacts he has had with the Police De- <br /> partment, the City Attorney's office and the City <br /> Manager' s office in attempting to find relief. <br /> Mr. Johnson urged enforcement of noise pollution <br /> laws to eliminate the problem. <br /> Discussion followed concerning the wide scope of <br /> the problems encountered with dogs; the great ex- <br /> pense for local government in attempting to solve <br /> them; the recent attempt by San Mateo. County city <br /> governments to join with the County in developing <br /> uniform animal control laws to increase the effec- <br /> tiveness of enforcement (Ordinance No. 1618, <br /> effective February 5, 1975) ; and the need for pet <br /> owners to accept responsibility for their pets. <br /> MOTION: Councilman Norris moved, seconded by <br /> Councilman Rhodes, to request staff to report <br /> outlining the steps presently being taken for <br /> animal control within the City; that research <br /> be undertaken to see what other cities have <br /> pima' done in the area of animal control, including <br /> not only dogs running loose, but noise and other <br /> rr.w problems; and that the report be brought back to <br /> Council for consideration at a future date. <br /> Discussion followed and City Manager Fales and <br /> City Attorney Schricker replied to questions <br /> -8- <br /> Reg.Mtg. <br /> 2/10/75 <br />
