No one in the audience wished to speak. <br /> wow MOTION: Councilman Henderson moved, seconded by Council- <br /> man Rhodes, to close the public hearing. <br /> The motion carried unanimously by voice vote. <br /> The public hearing was closed at 7:37 p.m. <br /> MOTION: Title having been read, Councilman Norris in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Rhodes, its adoption: <br /> RESOLUTION NO. 7361 ESTABLISHING RATES AND TIME <br /> SCHEDULES FOR PARKING METER ZONES IN PUBLICLY <br /> CONTROLLED PARKING LOTS; AND RESCINDING RESOLUTION <br /> NO. 6864 <br /> The resolution was adopted unanimously by roll call vote. <br /> Vehicle replacement - waive bidding procedure <br /> City Manager Fales referred to his report of February 20, <br /> 1975 regarding vehicle replacement and attaching report <br /> of February 7 of the Director of Buildings and Trans- <br /> portation. <br /> Discussion followed, City Manager Fales and Director of <br /> Buildings and Transportation Moen replied to questions <br /> and attention was called to the Kelly Blue Book prices <br /> for the subject vehicles. Comment was made concerning <br /> the possible abuse of rental cars by drivers; the <br /> quality of maintenance the cars receive; the desir- <br /> ability of soliciting bids from more than one rental <br /> agency on used cars; and the practicality of obtaining <br /> used cars from local dealers. It was explained that <br /> special circumstances are involved with regard to the <br /> subject vehicles in that they are being offered to <br /> public agencies by Hertz Corporation at what are be- <br /> lieved to be less than Kelly Blue Book prices in the <br /> Bay Area for low mileage cars in good condition and <br /> that it is doubtful that dealers and other rental <br /> agencies would be willing to submit bids. <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Williams, to accept the staff recommendation to sus- <br /> pend bidding requirements in accordance with Article VII, <br /> Section 2.76 of the Municipal Code with regard to re- <br /> p,.., placement of vehicles in accordance with the report of <br /> the City Manager of February 20, 1975 and that further <br /> report on the subject be made by staff later. <br /> law <br /> The motion carried by majority voice vote, with one "No" <br /> vote recorded.
