Bosch referred to his "Abstract of : <br /> An Environment Study of Stulsaft Park" already <br /> distributed to the City Council and presented slides <br /> in support of his belief that mismanagement of the P. , <br /> park and negligence by park users have adversely <br /> affected it. N. <br /> Mr. Bosch expressed his concern about the loss to <br /> citizens of a natural park and urged it be restored <br /> to the natural state of the site. <br /> It was explained to Mr. Bosch that the park con- <br /> tains only 42 acres and is entirely surrounded by <br /> a densely populated urban area which suggests the <br /> park should be available for a variety of recrea- <br /> tional uses to the general public, while it is <br /> maintained in a generally natural setting. It was <br /> suggested that consideration of development of the <br /> park site should be kept in proper overall City <br /> perspective which would not dictate setting up the <br /> park as a small forest preserve with minimal citi- <br /> ` zen use permitted. <br /> Discussion followed and Mr. Bosch, City Manager <br /> Fales, City Attorney Schricker, Director of Parks <br /> and Recreation Weeks and Director of Public Works <br /> Pusich commented and replied to questions concern- <br /> ing the decisions of the Park and Recreation Com- <br /> mission relating to development of Stulsaft Park; "'"^' <br /> the recreation requirements of residents near the <br /> park; the economics involved in providing elaborate . ..r <br /> nature study programs; whether or not it is de- <br /> sirable to have only one access to the park; <br /> whether an EIR would be required since no major <br /> changes in the park are recommended by the Commis- <br /> sion; the fact that improvements to the park to <br /> increase citizen use may also increase damage; the <br /> enjoyment of children in playing in a natural setting <br /> and their possible resultant interest in the en- <br /> vironment; and attention was called to the report <br /> of Mr. Weeks of February 18 with regard to Mr. <br /> Bosch ' s abstract and his presentation to the Park <br /> and Recreation Commission at an earlier date. <br /> 2. Letter from City of Sonoma transmitting their Reso- <br /> lution #8-75 urging support of SB 312 re waiving <br /> temporarily PERS requirements for the CETA Title II <br /> and Title VI program <br /> Mayor Weymouth ordered the subject letter referred <br /> to the Legislative Committee.
